Reporting directly to the Commissioners Court, responsible for leading and overseeing the Human Resources department including staffing, training, organizational development, employee relations, benefits, and workers' compensation administration.

  • Directs Human Resources (HR) operations for the County; exercises independent judgment within broad policy guidelines; provides leadership, direction, and guidance in HR strategies, policy development, and priorities; monitors changes in state and Federal regulations, standards, and legislation.

  • Directs HR functions and activities, including recruitment, classification & compensation, employee benefits, employee relations, performance management, training, and employee development; evaluates HR functions, investigates complaints and sensitive issues, and ensures the quality of the services and work products.

  • Ensures the consistent interpretation and application of FMLA, ADA, FLSA, EEOC, and other, federal, state, and County rules, regulations, and policies; develops revisions to HR policies, procedures, and programs.

  • Monitors organizational culture and identifies strategies to attract and retain a highly skilled and engaged workforce.

  • Oversee the workers' compensation program, including monitoring high-risk claims.

  • Oversee the county's benefit programs, making recommendations to the Commissioners Court to provide competitive benefits.

  • Develops and manages HR, benefits, and workers' compensation annual budgets.

  • Oversees personnel data maintenance administration, to ensure compliance with best practice and county policies.

  • Coordinates timely responses, in cooperation with the Civil Division District Attorney's Office, to federal and state agency inquiries and/or complaints related to employee practices; provides documentation for Open Record requests.

  • Develop Request for Proposals for HR contracts, negotiate terms with selected vendors, and ensure contract compliance.

  • Review employee separation notices and related documentation.

  • Use management practices that promote and develop a collaborative decision-making team.

  • Supports the relationship between County staff and the public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

QUALIFICATION REQUIREMENTS: Bachelor's degree in Human Resources, Public Administration, or Business Administration and seven (7) years of increasingly responsible experience in Human Resources, including three (3) years of mid to senior level supervisory or management experience.  Preferred Master's degree and/or professional certifications such as PHR, SPHR.

KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of employment law and supervisory doctrines; county government; general office practices and procedures. Skill or ability to: Organize and prioritize work to meet deadlines; effectively supervise staff members; teach others; maintain records; use word processing, spreadsheet functions, email systems and web-based programs; read and understand instructions; analyze and interpret data; effectively communicate in writing and verbally; work independently in the absence of specific instructions; and establish and maintain effective working relationships with elected officials, department directors, County employees and the general public.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS: Maintain the ability to occasionally stand, walk, kneel, and bend during the shift; Reach, grip and use fine dexterity; Push and pull objects; Occasionally flex upper trunk forward at the waist and partially at the knees; Occasionally lift and carry up to 20 pounds; Occasionally rotate upper trunk to the left or right while sitting or standing; place arms above, at or below shoulder height; Use of vision and depth perception; and Talking and hearing.
