Essential Job Functions:   Plans, directs, and oversees all functional activities of the Human Resources Department; formulates and administers HR staff, workers' compensation and employee benefits' policies, procedures, and regulations; assists the City Manager and administration in the implementation of quality improvements and customer service initiatives; assists in the refinement, maintenance and resolution of ethical issues; advises the City Manager, City Council and department officials in human resources matters; supervises recruitment and selection programs; ensures employment practices comply with federal, state and local regulations; responsible for the administration and maintenance of the classification and compensation plan; supervises the administration of employee relations, including service awards and benefit programs; participates in negotiations with representatives of recognized collective bargaining units; supervises the administration of city-wide training programs; facilitates professional development and training activities for City employees; coordinates and advises the administration in human resources matters, e.g., employment, promotions, grievances, disciplinary actions, termination, etc.; prepares department and employee benefits' annual budget; evaluates employee performance and makes work assignments; coordinates departmental activities and resolves work problems; responsible for supervising Civil Service functions; administers the City's self-funded and/or fully insured medical and workers' compensation programs; responsible for developing bid specifications to select third party administrators for various insurance including workers' compensation programs.

Normal office environment.  Must be available to work 8:00 a.m.

  • 5:00 p.m., Monday

  • Friday and extended hours as necessary to meet job demands.

Knowledge:  Extensive knowledge of the principles of human resources management; thorough knowledge of governmental organization and public administration; knowledge of human resources information systems; knowledge of self-funded/fully insured insurance such as medical, dental, long-term disability, life including supplemental, stop loss and workers' compensation programs.

Skills/Abilities:   Ability to function as chief negotiator with the recognized collective bargaining units at contractual renewal; ability to analyze human resources problems and to implement effective human resources methods; ability to plan, assign, and direct the work of administrative and technical subordinates; ability to establish and maintain effective working relationships with city officials, other employees, and the public; ability to express ideas effectively, orally and in writing in the English language.  Skill in the use of personal computers.

Physical Requirements:  Constantly sees, hears and sits; frequently operates calculator, personal computer, various office equipment, speaks, walks, writes by hand and stands; infrequently drives, files, sorts, stoops, bends, lifts, pulls, pushes and carries objects weighing up to 10 lbs.

Education/Experience:   Bachelor's degree in human resources management, public administration or related field with a minimum of five (5) years of progressively responsible experience in Human Resources; master's degree preferred. Requires human resources management experience including three years of supervisory, administrative and insurance experience; public sector management experience preferred.

Must possess a valid driver's license with a good driving record and personal automobile with proof of liability insurance.  A valid Class C driver's license with a good driving record is required.

Other state valid Driver's License equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver's license; must have transportation.   Applicant selected for hire will be subject to a background investigation and drug/alcohol screen test.
