General Summary/Purpose

The HR Coordinator will provide HR and administrative support to the Departments of Environmental Health & Engineering and Population, Family & Reproductive Health including: recruitment and payroll, leave and benefits administration, personnel records management and interpret operating policies of the University. The position will serve as the primary point of contact for students, faculty and staff with regards to HR policies, procedures, and practices for JHU.

Specific Duties & Responsibilities

Primarily responsible for coordinating the employment process to ensure an efficient and smooth process in accordance with all applicable university policies and procedures. Works with hiring managers to create job descriptions for new positions and prepares personnel requisitions for submission to Human Resources.

  • Processes payroll for both departments (including faculty, staff and students). This includes initiating all ISR transactions in accordance with proper policies to ensure appropriate employment, benefits and visa compliance and receiving and processing weekly timesheets.

  • Responsible for overseeing onboarding and exiting procedures for staff including ensuring the 120-day performance review is completed in a timely manner.

  • Responsible for assisting and advising managers and employees on leave administration including sick time, vacation time, holidays, leave of absence, family medical leave and other leaves as available. Will coordinate with University offices in the administration of these efforts as required by JHU policy.

  • Responsible for ensuring SAP Master data integrity for all positions and maintaining personnel records in accordance with department and University policy.

  • Monitor time and attendance forms for staff via e210 system and ensure data accuracy and timely submission and approval.

  • Coordinates visa process for the international faculty, fellows and staff.

  • Coordinates annual merit review process.

  • Assists Administrator in completing requests from University officials for school-wide and university-wide projects and initiatives.

Minimum Qualifications

High School Diploma/GED.

Three (3) years related experience.

Additional education may substitute for required experience, to the extent permitted by the* JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.


Preferred Qualifications

Demonstrated Human Resources and payroll knowledge and experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Must have the ability to coordinate multi-faceted types of work.

We desire a mature, professional individual with good judgement who will maintain confidentiality with sensitive information and has the ability to remain calm in stressful situations.

Special Knowledge, Skills, and Abilities

Requires a strong customer service-oriented approach and excellent oral and written communication skills to be able to effectively communicate with all levels of department personnel.

  • Ability to multi-task and work collaboratively with others both within and outside Human Resources.

  • Working knowledge of federal, state, and local laws and regulations in human resources.

  • Working knowledge of emerging trends and practices in human resources with a continuous quality improvement focus.

  • On a regular and continuous basis, exercises administrative judgments and assumes responsibility for decisions, consequences, and results having an impact on people, costs and/or quality of service within the functional area.

  • Requires a high level of confidentiality and discretion.

  • Experience writing and analyzing employee position descriptions preferred.

  • SAP experience preferred.

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.

This role will formulate, implement, and evaluate annual monitoring plans, in close collaboration with Division management and Agency Leadership. Position Summary Under the direction of the Manager, Policy and Compliance, the incumbent will assist in developing and managing the department's communications strategy; calendar of events; and communications tactics for compliance and ethics awareness campaigns. These include but are not limited to messaging, newsletters, websites, tool kits, town halls, roundtables, train-the-trainer, and other means as appropriate to increase compliance and reduce legal, public relations, and financial risks to the City, the Agency, and its agents. The incumbent will also lead the development and coordination of a Compliance Committee, comprised of a cross-section and management-level HR professionals, to review national, state, and local HR trends in city-wide HR metrics, emerging legislation, and noteworthy lawsuits related to HR risk and compliance, as well as make recommendations for best practices as to how to address matters before they become issues for the City. S/he will also conduct special investigations into a wide variety of employment-related areas such as employment law; administrative policies, workplace violence, discipline, Title VII, EEO, workplace harassment and other matters as required. Qualifications: * Bachelor's Degree in a related field * 5 years of experience in a progressive and strategic human resources management role. * Or an equivalent combination of education and experience. Competencies: * Knowledge at advanced level of the principles and practices of human resources management and employee and labor relations. * Knowledge at advanced level of Federal/State/Local regulations affecting employment and human capital management. * In-depth knowledge of federal and state leave related regulations including FMLA, ADA (including the interactive process), PDA and wage and hour compliance. * Ability to develop and implement human resources programs, policies and procedures. * Demonstrated experience in employee and labor relations, grievance processes, arbitration and union contract administration. * Considerable experience administering labor relations, recruitment, equal employment opportunity, performance management and HRIS activities. * Demonstrated ability to coordinate multiple human resources program activities with employees, managers, supervisors and officials. * Demonstrated ability to prepare, analyze and interpret complex data used in trend analysis to support staffing, talent management, succession planning and other applicable human resources programs. * Ability to develop, draft new policies and revise existing policies based on applicable best practices and in accordance with City, State and Federal employment laws and regulations. * Demonstrated ability to interpret and apply human resources policies. * Ability to create policy and compliance training and guidance materials, and facilitate training to various City-wide agencies and HR concerns. * Demonstrated ability to establish and maintain effective working relationships with staff and all levels of an organization. * Ability to handle complex and highly sensitive investigations and employee relations issues.
