The University of Tennessee Municipal Technical Advisory Service (MTAS) seeks applications for two Human Resource Management Consultants one in its Jackson office and one in its Knoxville (or Johnson City) office. MTAS is an agency of the University of Tennessee Institute for Public Service and provides professional services to Tennessee cities, state government, and municipal government related associations.

Duties and Responsibilities:

The Human Resource Management Consultant provides professional advice, technical assistance and information on a wide range of human resource management issues to Tennessee municipal officials and their staffs. Examples include: recruitment and selection assistance, personnel policies, consulting on various HR issues; conducting surveys and studies; authoring HR related publications; and developing and instructing technical classes.

Required Qualifications:

Education:

Requires a Bachelor's Degree in Human Resource Management, Public Administration, Business Administration, or comparable, from an accredited post-secondary institution. A Master's Degree in Human Resource Management or related field of study is preferred.

Experience:

Requires at least seven years of progressively responsible exempt-level human resource leadership experience with a minimum of three years at the director level (or comparable) for a municipality of at least 100 employees. Requires one of the following certifications:

IPMA SCP, IPMA CP, HRCI SPHR, HRCI PHR, SHRM SCP and/or SHRM CP. More than one certification preferred. Tennessee experience preferred.

Knowledge, Skills, Abilities:

This position requires: practical knowledge of the problems faced by city officials; knowledge of state laws and accepted best practices in human resource procedures; ability to independently plan and process projects, questions, training, etc.; use of managerial, analytical, conceptual, and interpersonal skills on a daily basis in identifying a specific city's problem and providing the advice and assistance to solve the problem; high level of cognitive or intuitive skills are necessary to fully understand, design, and implement successful solutions to municipal problems; ability to multi-task and prioritize when reacting to numerous and competing requests for assistance from agency customers; and ability to work with very little direct supervision. This position requires strong written and oral communication skills and the ability to communicate effectively with city officials with varying levels of experience and ability.

This position requires travel with overnight stays to municipalities to deliver on-site consultation and training.

Each employee that drives a vehicle for work-related business must have and maintain a valid driver's license and appropriate automobile insurance. Employee must carry a working mobile phone.

The Finance and Accounting Consultant provides professional advice, technical assistance, and training in the area of municipal financial management to cities and towns in Tennessee, regardless of size, on a broad range of issues and problems. In addition to providing direct customer assistance, this position also researches, develops, and maintains timely technical reports and publications on critical financial issues. Duties and Responsibilities: The Finance and Accounting Consultant: * Provides financial management advice and technical assistance to customers * Develops and instructs training courses for municipal officials and employees * Researches, drafts, and maintains publications on critical financial issues for municipal officials and employees * Updates reference materials on agency databases which are utilized by internal staff as well as customers Job Location: Jackson Required Qualifications: Education: This position requires a bachelor's degree in accounting, finance, or a related field. A master's degree in accounting, finance, or a related field is preferred. The position also requires a professional certification (CPA, CGFM or CPFO) or ability to obtain one within 18 months of hire date. The professional certification must be current and in good standing throughout the time of employment. Experience: This position requires at least eight years of work experience in a financial related position with five years of governmental accounting experience. Eight years of work experience in a financial related position in municipal government is preferred. Skills: This position requires managerial, analytical, conceptual, and interpersonal skills. These skills are used on a daily basis in identifying a specific city's financial problem and providing the advice and assistance to resolve the problem. A high level of cognitive or intuitive skills are needed to fully understand and implement successful solutions to financial problems.
