Salary Range- $50,000.00- $80,000.00

GENERAL FUNCTION
TYPICAL FUNCTIONS
The functions performed by employees in this job will vary, but may include the following:
Responsible for developing strategic business partner relationships with supervisors, managers and directors within the agency by seeking to understand the goals of the divisions and suggesting HR programs that support these goals.
Provide consultation and guidance regarding human resources best practices, policies, procedures, administrative rules, State and Federal laws, and employment transactions.
Conduct day-to-day performance management guidance to agency managers and supervisors to include mentoring, coaching, career planning, employee performance and discipline issues. Maintain accurate timelines and documentation for discipline issues.
Partner with agency divisions and recruitment coordinator to build a talent strategy that acquires and retains the best talent through external recruiting efforts and internal movement through succession planning.
Participate in new hire orientation, leadership development and other trainings as needed.
COMPLEXITY OF KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of
State and federal laws concerning human resources management and employment practices, specifically pertaining to employment laws, recruitment and the hiring process, including the Civil Service and the Personnel Administration Rules
The structure and functions of the Oklahoma Tax Commission
Understanding of HR Analytics and an ability to define and track key metrics
Skills in
Communicating effectively; both orally and in writing
Demonstrated ability to build strategic partnerships with those outside HR
Solid working knowledge of other MS Office applications including Word, Outlook and PowerPoint.
Excellent analytical and problem-solving skills.
Time management organization, and attention to detail
Ability to
Advise others both within the agency and others in the HR department
Gather and analyze data in order to make recommendations for change within the agency
Utilize HR systems and technology to increase efficiency
Organize and conduct several projects simultaneously
Analyze complex situations and adopt an appropriate course of action
Communicate effectively, both orally and in writing
Interpret and explain state and federal laws, rules, regulations, and policies
Establish and maintain effective working relationships with others
Work within a team environment
MINIMUM QUALIFICATIONS
Education and Experience requirements at this level consist of
PREFERENCE STATEMENT
Preference may be given to candidates with a SHRM, HRCI/PHR, or IPMA-HR professional certification.
SPECIAL REQUIREMENTS
This position may require occasional travel. Applicants must have reliable transportation and be willing and able to perform all job-related travel. Possession and maintenance of a valid Oklahoma State Driver's License is also required.
Core work hours for the Oklahoma Tax Commission are Monday through Friday, 7:30am to 4:30pm. This schedule may require flexibility, including some weekends, based on the needs of the agency.
Telework may be required based on the needs of the agency, division, and section. If applicable, applicant must be willing and able to BOTH work on-site and telework at an off-site location, generally in the applicant's home. Applicant must have a secure internet connection and a dedicated telephone (landline) or smart phone device during scheduled working hours.
