Job Description

The Oklahoma Health Care Authority (OHCA) works to ensure Oklahomans have access to better health and better care. The HRBP is a full-time role based at the Oklahoma Health Care Authority in Oklahoma City, OK. After the initial training period, the position requires a minimum of three days per week in the office, with flexibility for remote work on other days.

Position Purpose

The Human Resources Business Partner (HRBP) is responsible for developing and nurturing strategic relationships with agency leadership to align workforce initiatives with organizational goals. This role provides expert consultation on HR matters, analyzes metrics to drive business decisions, and ensures the effective management of employee performance, organizational changes, and agency culture.

Typical Functions

  • Responsible for developing strategic business partner relationships by working with agency leadership to understand and support their organizational needs.

  • Provide consultation and guidance regarding workforce transactions, policies, administrative rules, state and federal laws, and best practices.

  • Analyze metrics and trends related to workforce, using data to influence decisions.

  • Provide day-to-day performance management guidance to supervisors, including coaching, counseling, career development, and disciplinary actions.

  • Provide guidance and input on business unit restructures, workforce planning, and succession planning.

  • Strengthen agency culture and employee experience through targeted initiatives.

  • Lead teams on temporary or special projects.

  • Provide guidance and administers progressive discipline following all state and federal laws.

  • Successfully lead and complete ad hoc assignments.

  • Manage processes in collaboration with other departments.

  • Support the agency's mission, vision, core values, and strategies.

  • Other duties as assigned.

Education and Experience

  • Bachelor's degree and 2 years of professional experience in human resources management or related field;

OR

  • A master's degree in human resources, industrial/organizational psychology, public administration, sociology, psychology or a closely related degree plus one year of professional experience in human resources management

OR

  • An equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education.

  • NOTE: OHCA requires a current SHRM/PHR certification for this position.

Preference may be given to candidates with:

  • Certifications in any of the following areas: Coaching, Project Management, Knowledge Management, Change Management, Lean Six Sigma

  • Civil Service Division certified state mediator

  • Advanced degree

  • Experience in employee relations, talent management or organizational development

  • Experience in health care or public sector environment

  • Experience in leading change initiatives and fostering a culture of continuous improvement and innovation within an organization

  • Experience in managing multiple projects simultaneously, including coordinating cross-functional teams to ensure timely delivery of initiatives

Knowledge, Skills, Abilities and Competencies

The ideal candidate possesses comprehensive knowledge of HR best practices, policies, and regulatory compliance, along with the ability to strategically partner with leadership to align HR initiatives with organizational goals. They bring strong skills in data analysis, enabling them to drive business decisions and improve employee engagement. With proven abilities in communication and change management, they effectively guide organizational restructures and workforce planning. Key competencies include Strategic Mindset, Collaboration, and Decision Quality, ensuring the HRBP can navigate complex challenges and deliver impactful results.

Special Requirements

Physical Demands:

  • Must be able to remain sitting for prolonged periods at a desk and working on a computer.

  • Must be able to move or lift up to 15 pounds at various times.

Work Environment: The office work environment includes regular exposure to general office equipment such as computer equipment, phones, and copy machines.
