Preservation of the Force and Family (POTFF) Human Resources Business Partner:

U.S. Special Operations Command's (USSOCOM) Preservation of the Force and Family (POTFF) program's mission is to increase the physical, mental, social, and spiritual capacity of the special operationsforces (SOF) operator over the course of a career, while decreasing the rate of physical and emotional injuries from all causes, as well as, significantly accelerating return to duty times. POTFF bases its programs and initiatives on four key domains: Human Performance, Psychological Performance, Social Performance, and the Spiritual Performance.

The Human Resources Business Partner is a hands-on role in support of 400 professionals, requiring skills in tactical and strategic Human Resources. Success in this position requires a track record of excellent judgment,decision making, and problem solving skillswhile gaining the trust and respect of both contract leadership and employees. The successful candidate is a solutions driven, results oriented change agent. In this fast paced environment, the successful candidate will proactively identify resources, analyze data, formulate actionable recommendations or options, and propose effective solutions to drive HR and business initiatives to closure.Strong analytical skills and an ability to present solutions to issues in a concise manner are required. Demonstrated ability to successfully manage projects through full lifecycle (design, develop, implement) and deliver impactful results is a must.As a self-starter, you will showcase strong organizational and time-management skills as youprioritize and manage multiple competing tasks on a daily basis. The successful candidate will develop creative and strategic solutions to unique problems within the bounds of legal and financial constraints as well as contract and company policies. As a collaborative team player you will share knowledge and best practices to drive organizational efficiency and integration across the contract with teammates and customers. The Human Resources Business Partner will support contract and customer requirements while driving a culture of performance, results, and positive employee relations.


  • Serve as the primary point of contact for employees and managers on all HR related matters while providing excellent responsive customer service

  • Collaborate with management and recruiting staff to fill open positions on the contract and maintain a pipeline of viable candidates

  • Ensure a smooth onboarding and new employee orientation process that leads to retention of highly qualified individuals.

  • Investigate employee relation issues and facilitate the disciplinary process in a timely manner.

  • Lead the performance management and salary review process for assigned client group; assist leaders with proactively managing performance issues.

  • Interface with various functions to assist employees with resolving issues (i.e. benefits, legal, finance, payroll, etc.).

  • Lead the coordination of teammate HR and managers to ensure smooth HR support across the POTFF contract.

  • Successfully execute HR initiatives (i.e. talent management, promotion planning, rewards and recognition, compensation reviews, attrition management, manager and employee training, etc) to enable your client groups to meet their business objectives. Drive effective and efficient HR processes across client group.

  • Trusted advisor and clear communicator with superiorinterpersonal skills andconfidence to coach, advise, influence and build effective relationships with POTFF leaders, teammates, customers, employees, and candidates.

  • Influence decisions leading to successful outcomes asa valued team member who achieves business objectives.

  • Foster change and promote and implement improvement.

  • Operate independently, yet collaborate as an effective team member

  • Operate with a high degree of integrity, urgency, and confidentiality in challenging situations.

  • Maintain company and employee confidentiality and handle sensitive proprietary information in an appropriate manner.

  • Strong knowledge of and ability to provide interpretation of HR policies and procedures as well as employment and labor laws.

  • Perform troubleshooting on a variety of issues that may extend beyond the reach of traditional HR, requiring the ability to network cross-functionally and leverage relationships to support our employees.


Basic Qualifications:

  • Must be able to obtain a Secret or TS/SCI clearance. Current Secret or TS/SCI clearance is a plus.

  • Demonstrated knowledge of the field/discipline of Human Resources practices, processes, and regulations.

  • Demonstrated experience managing projects and initiatives, including developing project plans, identifying stakeholders, preparing corresponding communication plans, identifying of milestones, deadlines, and metrics to assess outcomes/results.

  • Demonstrated experience managing employee relations issues, disciplinary process and investigations.

  • Demonstrated ability to build and maintain relationships, collaborate with others, engage in constructive conflict, and manage interpersonal dynamics.

  • Must demonstrate strong decision making and judgment, oral and written communication, business acumen, and presentation skills.

  • Demonstrated experience using Microsoft Office (Word, Excel, PowerPoint).

  • Experience utilizing HR information systems (i.e. pay planning tools, applicant tracking systems, etc); Taleo experience a plus.

  • Experience working for a Government contractor or other highly-regulated environment preferred.

  • Previous experience supporting business leaders and employees in overseas locations is a plus.

  • Ability to travel(15-20%) and work extended hours as needed in support of client requirements.

  • Previous work in Army Personnel and/or recruiting experience is a plus.

  • Former active-duty military (Army) or GS employee working with the Army is a plus

Education Requirement:

  • BS or BA degree with a concentration in Human Resources, Organization Development, Training, or related discipline and 4-6 years of professional Human Resources experience; or 12 years of related experience in lieu of degree.

  • Advanced degree in Human Resource Management, Business, or other related is a plus.

  • HRCI or SHRM professional certification is a plus
