SUMMARY
Under general supervision, performs professional and analytical Human Resources (HR) duties; provides professional and technical assistance to MPS staff as needed.

Essential duties and responsibilities may include, but are not limited to, the following:
Provides advice and consultation to MPS staff on the interpretation and correct application of policies & procedures; delivers HR programs and services with confidentiality and professionalism.
Performs work within scope of authority and training in assigned area of responsibility; duties may vary according to job assignment.
Develops and implements HR programs and services as assigned; assists with planning, developing and presenting programs and services; assists with implementing training and testing programs.
Monitors program compliance with regulations and standards; evaluates HR programs and develops recommendations for changes.
Supports the MPS departments and staff by providing standard HR functions and assistance.
Assists with recruitment process; monitors process to assure compliance with HR policies; coordinates interview, testing and selection; coordinates with hiring managers.
Conducts organizational studies; researches personnel issues and regulations; conducts surveys of comparable organizations and analyzes results; collects financial, technical and administrative information and compiles data for project reports.
Assists MPS staff with special projects, technical research, and data analysis; evaluates HR data reports, updates databases and files, and corrects data as needed.
Performs various administrative functions within the HR Department; processes transactional information; performs experienced technical records management duties; performs data entry and record updates for employee tracking, records maintenance and database management.
May assist with recruiting bilingual staff and managing bilingual HR programs.
Coordinates cross-training of HR staff in a wide variety of technical HR functions; provides specific technical training to staff as directed.
Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
Maintains absolute confidentiality of work-related issues, records and MPS information.
Assists as needed with collective bargaining negotiations and strategy development.
Accesses highly confidential documents relating to the bargaining process and maintains strict confidentiality of document content and meeting discussions.
At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
