Responsibilities

The Human Resources Assistant provides the full range of clerical and technical support to the VHA Nationwide Delegated Examining Unit (DEU) as a human resources staffing assistant. Incumbent is responsible for preparing vacancy announcements; developing job analysis; processing applications from receipt, to qualification, referral, and notification; issuing certificates of eligibles; auditing certificates; and sending notification of results to applicants. Incumbent is also responsible for other staffing support duties as assigned, which include the following tasks:

  • Utilizing USA Staffing to prepare and develop new and recurring vacancy announcements for Title 5, Title 38, and Wage Grade;

  • Utilizing USA Staffing to prepare job analysis and benchmark reports based upon position descriptions, qualification standards, classification standards and HR Manager;

  • Managing application materials within USAStaffing program in accordance with VHA DEU, Agency and OPM Standards and guidelines;

  • Applying regulations and laws to determine Veteran's preference;

  • Providing oral and written responses to agency officials, applicants, and the general public to questions concerning the competitive examining process, qualification requirements, certificate procedures,etc.

  • Suggesting and preparing modifications to procedures required by work flow changes, priority changes or substantive legal changes;

  • Assisting in monitoring and ordering office supplies;

  • Serving as timekeeper for the office.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/22/2018.

Time-In-Grade Requirement: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement and current employees applying under the Veterans Employment Opportunities Act of 1998 (VEOA).

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience utilizing an automated recruitment system, such as USAStaffing to process announcements and certificates; performing technical staffing support duties; and providing oral and written responses to customers and applicants.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
