The position is located in the Human Resources Office, Roseburg VA Medical Center, which serves the medical center and its outpatient clinics. Incumbent serves as a member of a team responsible for conducting internal placement and external recruitment for a group of assigned services.Providing technical assistance to Human Resources Specialists for assigned services/care lines in areas of staffing and position management.Serving as the primary point of contact on most vacancy announcements answering questions regarding eligibility/reconsideration.
Preparing recurring and new vacancy announcements.
Interpreting and applying VA qualifications standards, and the local merit promotion plan.
Performing minimum qualification determinations.
Carrying out assignments and policies independently and consults with HR Specialist as needed.
Preparing grammatically and factually correct correspondence related to own work or work of the Human Resources Specialist.
Providing the customer with consistent information per established policies and procedures.
Corresponding with applicants to complete all on-boarding requirements.
Preparing personnel actions determining pay, authority code, nature of action, appropriate remarks for appointment, career promotion, merit staffing actions etc.
Assisting with the recruitment of a variety of technical, administrative, clerical, and/or trade positions.
Providing all necessary forms and instructions to selectees required for the pre-employment process.
Notifying Vet Pro Staff of new providers enrolled and current providers that need to update existing credentials.
Organizing hiring folders for review by the Staffing Specialist and Chief of Human Resources.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 position you must have served 52 weeks at the GS-05.For a GS-07 position you must have served 52 weeks at the GS-06.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
