The purpose of this position is to oversee the City's learning & development program, and further advance the City's commitment to diversity, equity and inclusion (DEI) by coordinating, and implementing programs and activities designed to establish DEI as a shared value across the organization.

Essential Duties and Responsibilities:

  • Identifies training needs and, in consultation with departmental leadership, establishes immediate and/or long-range training priorities for City personnel.

  • Plans, develops, organizes, and implements comprehensive learning and development plans including functional skills and technical knowledge training.

  • Designs and develops training courses, which may include audio-visual aids, handbooks, and/or written on-line documentation, to meet specific training needs.

  • Delivers in-person training on generic or technical topics to targeted personnel.

  • Coordinates, administers, and monitors the City's Supervisor Training Program.

  • Works collaboratively with the Human Resources Director to develop and facilitate DEI training for City employees.

  • Acts as the official representative on DEI to the City Manager's office and elected officials.

  • Advises, and assists department directors in a variety of DEI matters, including the interpretation and application of anti-discrimination laws, civil rights laws, difficult and sensitive citizen concerns and inquiries, community relations problems, and training and education.

  • Ensures compliance with Title VI assurances, policies, and program objectives.

  • Maintains registration and attendance records of employees to prepare reports on learning and development programs and activities; assesses the success and/or opportunities for improvement of such programs.

  • Continuously monitors and evaluates relevancy and accuracy of training course content and analyzes the process and impact of training on learning and development, and on-the-job performance.

  • Performs other similar duties as required by the Human Resources Director.

Job Specifications and Qualifications:

Knowledge:

  • Adept with a variety of multimedia training platforms and methods.

  • Thorough knowledge of principles and practices of training and development methods and techniques.

  • Thorough knowledge of individual and group behavior and of effective ways to work with people on all levels.

  • Thorough knowledge of City, state, and federal laws pertaining to anti-discrimination laws and civil rights; and relevant court decisions and regulations regarding civil rights and discrimination.

  • Ability to evaluate and research training options and alternatives.

  • Ability to design and implement effective learning and development programs.

  • Extremely proficient with Microsoft Office Suite and related program software.

  • Administrator level experience with computerized Training Management Systems.

  • Thorough knowledge of concepts, national trends, and current issues related to the field of human relations.

  • Considerable knowledge of effective methods of organizational change; and the ability to manage, lead, and facilitate organizational change.

  • Considerable knowledge of effective training and teaching methodologies; and the ability to conduct effective DEI and human relations training.

Licensing and Certifications:

  • Valid North Carolina Class C Driver's License

  • Certified Professional in Learning and Performance (CPLP) credential preferred

  • Curriculum Development Certification preferred

  • Diversity, Equity and Inclusion (DEI) Certification preferred

  • Senior Certified Professional (IPMA-SCP) Certification preferred

  • Professional in Human Resources (PHR) Certification preferred

Working Conditions / Physical Requirements:

  • Positions in this class require: standing, walking, sitting, talking, hearing, fine dexterity, handling, reaching, pushing/pulling, lifting, carrying, vision, foot controls.

  • Light: Exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amount constantly AND/OR walking or standing to a significant degree.

  • Incumbents may be subjected to wetness and humidity, physical hazards, respiratory hazards, extreme temperature, noise and vibration.

Required Experience

Bachelor's degree in Human Resources, Business Administration, Organizational Psychology, Training & Development, Education, Social Sciences or related field from an accredited college or university, with at least five (5) years of relevant experience designing and implementing employee development programs; along with demonstrable success in training adult learners; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job. Master's degree preferred.
