Under the general supervision of the Human Resources Director, provides analysis and data for Human Resources activities.  Provides technical support for the department website, and HRIS/payroll systems. Collects data, and coordinates research projects and provides information for FOIA requests.  Provides statistical information in compliance with personnel policies and procedures. Provides general guidance and information regarding collective bargaining agreements, local, state and federal laws

  • Provides technical support for the department website, HRIS/Payroll system, including; system functionality; applicant tracking; salary and benefit table updates; creation of auxiliary codes; and changes in position control.

  •  Collects information related to compensation, recruitment, labor relation and other personnel topics.  Prepares summary charts, graphs and tables, and provides statistical demographic information for EEO reporting.

  •  Responds to requests for information.  Examples include but are not limited to salary and benefit surveys, samples of contracts, policies, and job description language.

  •  Assists with writing and updating policies, procedures, manuals and job descriptions.

  •  Ensures execution of documents, via transmission to BOC and other signatories, maintains electronic contract data bases and ensures contracts and documents are submitted to the BOC for filing with County Clerk.

  •  Serves as the Webmaster for the department and manages the content of the HR webpage, and social media outlets, and HRIS.

  •  Conducts job evaluations and provides point factoring analysis to reclassification requests and department re-organizations.

  •  Analyzes data and statistics for trends and patterns with attention to recruitment, hiring practices, motivation, turnover, and compliance with employment laws and regulations.

  •  Creates Retirement Projection Reports as requested.  Create Salary Tables for County Legal and the collective bargaining process.

  •  Assists with recruitment duties such as developing recruitment materials and programs that attract a diverse applicant pool, to include representing the county at job fairs and networking events. Assists in creating interview questions, screens applications and participates as a member of the interview panels.

  •  Processes and monitors unemployment claims.  Tracks claims, gathers information for preparation of responses in the dispute/appeal process.  Works with the HR Director to gather and compile documents, and prepare responses to unemployment claims questions from UIA, and contacts supervisors or department heads for detailed facts.  Organizes documents necessary for files.  Responds to calls from unemployment offices, relaying separation and payroll information.

  •  Conducts exit interviews, complies responses to be used for employee retention and stay interviews.

  •  Provides assistance to departmental staff by providing data, for various reporting requirements.

  •  Serves as lead on technical application implementation projects and as systems administrator for human resources related programs and applications.

  •  Provides technical training and support to departments regarding the use of the HRIS/Payroll system, the Personnel Action Request (PAR) system and SAR system.

  •  May assist with the investigation of complaints by gathering information and participating in interviews. May make recommendations regarding outcomes and consequences of investigation findings and assist with writing a summary report.

  • Participates in continuing education to remain current on HR trends, laws, etc.

  • Maintains the integrity and confidentiality of human resource related information, files and records.

  •  Ability to meet deadlines in a timely manner, change focus on projects as needed and multitask.

  •  Dependable and regular attendance required.

  •  Ability to handle stressful situations on an occasional basis

  •  Ability to maintain excellent customer service during stressful situations.

Education:  A Bachelor's Degree in Human Resources, Business Administration, Public Administration or a related field is required.

Experience:  3 years of experience in Human Resources with generalist responsibilities in classification and compensation, HRIS/payroll systems, staffing, data analysis, web design and social media presence.  Public sector experience preferred. SHRM certification preferred.

Other Requirements:

  • Performs other duties as assigned.

  • Working knowledge of Microsoft Office Suite.

  • Must adhere to departmental standards in regard to confidentiality and other privacy issues.

Working Conditions:

  • This position works in an indoor environment.  There is no planned exposure to prominent lights, noises, odors, temperatures or weather conditions.

  • This position performs sedentary work requiring a negligible amount of effort in the physical requirements above.

  • This position primarily requires close visual acuity to perform tasks within arm's reach such as: viewing a computer screen, using measurement devices, inspecting and assembling parts, etc.

  • This position requires the ability to communicate and respond to inquiries both in person and over the phone.

  • This position requires the ability to operate a PC/laptop and to enter & retrieve information from a computer.

  • This position requires the ability to handle varying and often high levels of stress.
