Candidates will be considered for two immediate openings one (1) in the Employee Relations Division and one (1) in the Risk Management Division.

  • Employee Relations

The ideal candidate for the Human Resources Analyst II position in this division is a detail-oriented professional with a strong capability in labor and employee relations. This person should excel in meticulous record-keeping and managing complex business relationships both internally and with external consultants and labor unions. While the role primarily focuses on labor relations and employee relations, experience in any human resources capacity, particularly within a similar HR team or labor union is highly beneficial. The candidate should have a solid foundation in understanding and navigating the nuances of public employee unions in California. Knowledge of progressive discipline and experience in developing and delivering training programs are a must. The candidate should be skilled in analyzing complex problems, developing effective solutions, and maintaining effective working relationships across departments and with union representatives.

The ideal candidate for the Human Resources Analyst II position assigned to Risk Management Division should possess a comprehensive skill set that encompasses workers' compensation, the interactive process, and general liability. Their work history should showcase hands-on experience in navigating the workers' compensation process, to include Industrial Disability Retirements and Disability Retirements.  Furthermore, a strong understanding of the interactive process ensures the candidate's ability to appropriately assist employees with work related and non-work related injuries. The candidate should have a sound foundation in understanding and navigating the nuances of general liability claims/litigation in California. Experience in general liability is crucial for effective risk mitigation and compliance with regulatory standards. The candidate will also possess strong organization skills and work well in a high-volume environment.

Human Resources Analyst I

Education and Experience:

Equivalent to a Bachelor's Degree from an accredited college or university in Business, Public Administration, Human Resources, Psychology, or a closely related field

AND

Two (2) years of paraprofessional human resources experience in recruitment and selection, benefits, risk management, or employee relations; OR one (1) year of experience as a Human Resources Analyst Trainee with the City of San Bernardino; OR an equivalent combination of education, training, and experience.

Licenses, Certifications, and Equipment:

A valid State driver's license is required.

Human Resources Analyst II

Education and Experience:

Equivalent to a Bachelor's Degree from an accredited college or university in Business, Public Administration, Human Resources, Psychology, or a closely related field;

AND

Two (2) years of professional human resources experience in recruitment and selection, benefits, risk management, or employee relations; OR an equivalent combination of education, training, and experience.

Licenses, Certifications, and Equipment:

A valid State driver's license is required.

BENEFITS AND REWARDS:

The City offers an attractive compensation and benefit package, that includes:

  • Health Insurance
  • Monthly contribution for health, dental and vision premiums:  $755.00 Employee Only, $1,377.00 Employee plus one, or $1,841.00 Employee plus Family.  A "Health Insurance Waiver Stipend" of $4,000.00 every first paycheck of December for eligible employees who waive benefits.

  • 80 hours after one year, 96 hours of sick leave annually 
  • 13 holidays, plus 18 hours of floating holiday time.

Department Interviews

- Actual hire depends on success in the departmental selection process.  Tentatively scheduled for week of July 8, 2024

  • LiveScan Fingerprinting which reviews criminal history with the California Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI)

  • Employment/Professional Reference Check

  • Confirmation of educational credentials and degrees, licenses including driver's license, registrations, certificates, and other credentials
