The Prince George's County Health Department is seeking qualified applicants to fill a Human Resources Analyst III position, grade G-24,within its Human Resources Division, Office of the Health Officer.

This is a senior level professional position, whereby should you decide to join our team, you must be able to demonstrate comprehensive knowledge of personnel law, departmental rules and regulations, be able to communicate well with others,and executea highlevel of independence, judgment, action, and initiative.Supervision is receivedfrom a higher level Human Resources Analyst and is evaluatedaccording toyour job performance, completedtasks, and management of special assignments/projects.

Examples of Work

  • Analyzes data or situations to determine an appropriate course of action within a well-defined and delineated area of concern;

  • Obtains and provides answers to procedural questions for employees, managers and department heads concerning classification and compensation matters;

  • Prepares recommendations, narrative reports and related work products reflective of divisional missions, goals and objectives;

  • Ensures compliance with State and Federal requirements regarding Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA);

  • Provides information to managers concerning various employment related procedures, including recruitment, transfers, promotions and demotions;

  • Assists the Human Resources Manager or supervisor in the performance of professional employee relations work by investigating, analyzing and processing employee complaints and administering such programs as employee recognition and employee assistance;

  • Participates in counseling between employees and supervisors in attempt to settle conflicts informally;

  • Participates in monitoring the implementation of performance planning and appraisal processes and application in the agency;

  • Assists in the training of personnel in the correct manner for processing actions in applicable automated systems, and,

  • Performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee's class of work.

Minimum Qualifications

Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field; plus, three (3) years of professional level human resources experience. An equivalent combination of relevant education and experience will be considered. EACH APPLICANT MUST INCLUDE INFORMATIONTHAT CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION.

Additional Information

PREFERRED SKILLS AND QUALIFICATIONS:

1.Master's degree in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology; plus four (4) years of professional level Human Resources Generalist experience.

2.Considerable knowledge and skills in the Microsoft Office software including Word, Excel, and Access, plus experience utilizing Human Resources Information Systems/applicant tracking systems (e.g. NEOGOV, SAP, Kronos, etc.) in support of Human Resources Management work activities.

The Prince George's County Office of Management & Budget (OMB) is seeking qualified and motivated candidates to fill multiple Budget Management Analyst III, grade G-24 vacancy. About the Position: This is a mid-level position assisting with conducting detailed analyses and providing recommendations concerning moderately complex County Government or other County Agency operating and capital budgets; performing moderately complex special issue and project management assignments; and/or performing program evaluation and management analysis assignments. Employees in this class are primarily tasked with communicating and collaborating with other employees and supervisors in the Office of Management and Budget (OMB) and Budget Management Liaisons within assigned Departments/Agencies. One vacancy will work within the capital budget unit. The selected candidate will prepare budget recommendations for assigned departments and agencies in accordance with budgetary policy and management goals; collect and tabulate fiscal data to ensure the appropriate amount of funds are allocated to run the operations and complete the capital projects of assigned agencies and departments; make/submit recommendations or alternatives regarding changing fiscal or other programmatic circumstances; serve as liaison between OMB and assigned agencies for all aspects of budget preparation, review, administration and program control. Examples of Work What You'll Do: * Provide thorough reviews of annual year funding requests of assigned agencies. * Prepare OMB annual funding recommendations. * Lead group efforts in producing, reviewing and editing of all the Proposed and approved budget documents. * Attend and participate in County Council committee meetings for review of the proposed budget. * Lead in the development, instruction and implementation of budget training tools/materials for internal and external customers * Evaluate proposed measures to alleviate budget gaps, such as furloughs, layoffs or new revenue streams. * Ensure all budget appropriations and modifications are processed and appropriately reflected in the County's financial system. * Establish grant master data and load grant budgets for approval and release in the financial system. * Monitor spending for fiscal compliance with the approved operating grant and capital budgets. * Prepares monthly financial management variance reports, analyzing year-to-date expenditure and making projections on fiscal year total expenditure * Review and make recommendations on position requests, travel requests, procurement requisitions, and contracts. * Provide technical assistance to assigned agencies regarding management and budgetary issues including operating, grant or capital related matters. * Lead assigned or team efforts regarding management reviews, organizational studies, performance measures and special projects. * Completing the review of agency requests for interim/supplemental appropriation for assigned agencies. * Assist in the drafting and/or reviewing of supplemental legislation including operating, capital or grant appropriations. * Prepare detailed fiscal impact analysis for both County and State legislation as required. * Attend required committee meetings for County Council * Performs other duties/tasks assigned not specifically listed but are within general occupational category and responsibility level associated with the class of work.
