Human Resources Analyst

Basic Function:

Under the general supervision of the Human Resources Administrator, performs a variety of administrative, technical, specialized and complex clerical duties in the administration of personnel services. Communicates with staff members and others to provide information regarding personnel policies, procedures, regulations and employment opportunities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Plans and organizes the orientation of new employees; directs the processing of initial paperwork required for new employees.

  • Examine transcripts and out of state credentials to ascertain California certification eligibility.

  • Evaluate the transcripts of all college work for the purpose of obtaining appropriate certification and/or determining salary placement; notify payroll of salary placement and salary changes.

  • Evaluate employees who are not appropriately certified for their assignment and prepare waiver application documents.

  • Serve as the District's liaison with colleges and universities to ensure employees have required certification.

  • Develop, implement and maintain computerized human resources system in conjunction with District's Business Department.

  • Communicate with District employees and state and county offices regarding the acquisition, expiration and status of certifications.

  • Assist the processing of renewal and/or issuance of new certifications.

  • Interpret, apply and explain procedures and assist employees completing forms

  • Conduct exit interviews with all employees.

  • Complete detailed statistical information, surveys and reports.

  • Prepare items for Board agendas and reports.

  • Operate and drive vehicle in support of essential duties; observe legal and defensive driving practices.

  • Assist in maintaining and monitoring accurate employee personnel files and records.

  • Maintain accurate personnel files for column step placement.

  • Provide verification of employment for all employees.

  • Assist in the planning and organizing of recruitments for employees including job fairs, professional conferences and out reach employment services.

  • Serve as the District's CBEDS Coordinator to complete the yearly CBEDS report to State Department of Education.

  • Provide information to employees pertaining to employment.

  • Prepare Office of Employment for all employees.

  • Complete Assignment/Mis-Assignment reports.

  • Send, receive, and evaluate application.

  • Performs other duties as assigned

MINIMUM QUALIFICATIONS:

The requirements listed below are representative of knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities.

EDUCATION AND EXPERIENCE:

  • High School Diploma (or equivalent) and Associates Degree required. Bachelor's Degree preferred.

  • Five (5) years of increasingly responsible clerical or secretarial experience, including at least three years of Human Resources experience.

LICENSES AND OTHER REQUIREMENTS:

  • A certificate stating freedom from Tuberculosis

  • Valid California Drivers License

  • Verification of typing ability at 50 wpm

  • Valid First Aid Certification

  • Valid CPR Certification preferred

KNOWLEDGE OF:

  • Practices and procedures related to personnel

  • District personnel policies, procedures, rules and regulations

  • Applicable section of California Education Code; Federal and State Labor Code and Personnel regulations; Collective Bargaining Agreements.

  • Basic principles, practices and procedures related to employment in a public agency.

  • Recruitment, examination and employee selection procedures.

  • Record keeping and report preparation techniques

  • Interpersonal skills using tact, patience and courtesy

  • Principles, practices, methods and terminology used in personnel administration

  • Modern office practices, procedures and equipment

PHYSICAL AND MENTAL ABILITIES:

  • Deductive reasoning

  • Hear and speak in noisy and quiet environments for the purposes of communicating and exchanging information

  • Seeing to read and compose written materials

  • Dexterity of hands and fingers to operate a computer keyboard

  • Lift or move up to 35 pounds

ENVIRONMENT:

  • District office environment

  • Occasionally works evenings or weekends

  • Subject to demanding timelines and constant interruptions

HAZARDS:

  • Extended viewing of computer monitor

  • Sitting for an extended period of time

  • Subject to angry or antisocial behavior
