Job Focus Areas:

This Human Resources Analyst B, C or Specialist position is located within Employee Administration (operations) unit of the Office of Human Resources and will report to a classified Human Resources Manager. This position works closely with the management and leadership of their assigned program offices to provide strategic and innovative support and guidance to address organizational management, personnel administration, retroactive calculations, as well as health and retirement benefits. The incumbent serves as a liaison with the Department of State Civil Service (SCS) to provide guidance to LDOE employees, management, and executive leadership and ensures all actions comply with State Civil Service rules and regulations. Additionally, the incumbent must have in-depth knowledge of SCS rules, as well as LDOE policies and procedures.

In addition to the information above, specific duties and responsibilities that will be performed include, but are not limited to the following:

  • This position generates, analyzes, and reconciles payroll and benefits processing for Department of Education and Recovery School District employees. 
  • Conducts monthly reporting and reconciliation for LASERS retirement plans, prepares documents certifying earnings and contributions to TRSL.
  • Processes all documents for both TRSL and LASERS both monthly and annually, does on-line forms to make necessary corrections to TRSL.
  • Manually conducts extensive research and analysis for retroactive adjustment for accurate reporting to TRSL.
  • Performs all other duties as assigned by the HR Manager and/or HR Director.

Note regarding the advertised pay range: The advertised maximum amount listed is the maximum salary a person can make while in this title/level over their career and not the maximum amount we are allowed to pay a new hire.

One position is available and it is located in Baton Rouge, LA. The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled by a probationary new hire, or promotion of any current permanent classified Louisiana state employee.  Current permanent classified state employees may be required to accept a probationary appointment, if selected.

MINIMUM QUALIFICATIONS:

Four years of human resources experience; OR

Six years of full-time experience in any field plus one year of human resources experience; OR

A bachelor's degree plus one year of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Function of Work:

To perform diversified and technical tasks in the maintenance of human resources functions.

Level of Work:

Experienced.

Supervision Received:

Direct from a Human Resources Supervisor, Human Resources Specialist, or higher level administrative official.

Supervision Exercised:

None.

Location of Work:

May be used by all state agencies.

Job Distinctions:

Differs from Human Resources Analyst A by the presence of experienced level human resources responsibilities.

Differs from the Human Resources Analyst C by the absence of advanced level human resources responsibilities.

Please refer to the approved DSCS Allocation Criteria Memorandum for specific allocation requirements.Processes the full range of personnel and payroll actions needed to complete appointments, merit increases, promotions, transfers, separations, etc.

Computes routine pay changes. May compute service time of employees as required. Verifies accuracy of information and makes needed corrections.

Provides general, basic explanation of employee benefit programs and advises employees of various options available under some programs. Reviews benefits documents for accuracy and completeness; forwards to appropriate office.

Provides induction documents to new employees, providing guidance and a general overview of each document; follows up to ensure new employee timely completes all required forms.

Reviews position descriptions for accuracy of organizational information. Contacts employees, supervisors, managers, etc. to elicit corrections or resolve minor conflicts in information presented.

Reviews files on a routine basis to ensure that current descriptions are maintained for all positions.

Participates in salary surveys and other research needed to support requests for special pay actions.

Provides grievance forms and routine procedural instructions to employees.

Collects and compiles statistical data required to prepare reports.

Provides assistance to agency personnel on routine or limited Civil Service rules, Federal and State laws, and department policies and procedures in assigned areas.

Schedules interviews. Accepts and screens applications. Verifies eligibility of selected applicants.

Assists supervisors and managers by providing routine information relative to the performance appraisal system. Provides notification of deadlines for completion of appraisal process and follows up to ensure target dates are met.

Schedules employees for required training courses. Monitors and maintains records of completed course work.
