Starting salary depends upon qualifications:

$16.06/hr. to $29.13/hr.

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Any college hours or degree must be from an accredited college or university.

To perform diversified and technical tasks in the maintenance of human resources functions.

Entry.

Supervision Received:

Direct from a Human Resources Supervisor, Human Resources Specialist, or higher level administrative official.

Job Distinctions:

Differs from Human Resources Analyst B by the absence of experienced level human resources responsibilities.

The HR Analyst position involves working various systems and reports to ensure the agency is compliant with State Civil Service Rules and guidelines.  The ideal candidate will have experience within the Human Resources field and competent computer science skills. Additionally, the HR Analyst would help streamline HR processes by suggesting relevant insights and analyzing data about key HR processes.  This position will report to the Human Resources Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES

35% Human Resources Compliance - responsible for ensuring the agency meets the established State Civil Service guidelines for the following activities and tasks:

  • Performance Management System (PES) - communicates, plans, and monitors annual performance evaluations for the agency.   Ensures information is entered into state's portal by established due dates.

  • Mandatory Training - communicates and monitors mandatory training initiatives for the agency.  Ensure employee's training records are updated and the agency is 100% compliant.  Submits regular updates to the Chief People and Culture Officer (CPCO) on training status for agency employees.

  • Permanent Status Updates - works with managers and key staff for communicating necessary employment updates, ensuring agency is compliant with the established Probationary policy.   Collaborates with CPCO when employment separations are appropriate.  Updates state's portal system with necessary employment information.

  • Position Updates -tracks position descriptions in need of required updating; communicates with managers and ensures a systematic process is in place to ensure agency's position descriptions are being updated according to State Civil guidelines. Provides organizational chart(s) to managers to aid in the update of the position description and files all updated information on secured HR shared drive.

  • Family Medical and Leave Act Administrator - partners with Chief People and Culture Officer (CPCO) and ensures all regulatory documents are completed and stored as outlined by federal guidelines.   Provides general, basic explanation of employee benefit programs and advises employees of various options available under some programs.  Reviews benefits documents for accuracy and completeness.

  • Drug Test Program - arranges and administers quarterly testing process; keeps track of results and reports out any negative outcomes.

35% Human Resources Office Operations - responsible for executing the following tasks that support the overall operations of the Human Resources office:

  • Staffing & Recruitment - partners with HR Specialists and creates staffing folders and database for upcoming position vacancies; schedules interviews with hiring managers using the State Civil Service eligible list(s), and manages interview flow and follow-up communications with candidates upon recommendations for managers and HR Specialists

  • HR Transactions - processes the full range of personnel and payroll actions needed to complete appointments, performance adjustments, promotions, transfers, separations, etc.

  • New Hire Orientation - collaborates with HR Supervisor on all new hire on-boarding processes; creates specific training tracker, works with hiring manager to prepare for new hire's arrival, and ensures new hire's first week is completed successfully with training and onboarding.

  • Annual Reporting - gathers information and data for use in annual EEO reporting for agency; this includes a workforce demographics breakdown as well as an applicant summary for the prior year.

  • ShipShape Wellness Program Coordinator - serves as the customer service representative for the ShipShape program; monitors and tracks agency's wellness credits for each fiscal year; reports annual results to HR Specialist and Payroll department for appropriate credits.

  • Employee Events Coordinator - participates in the ideation, development, and execution of various employee engagement and strategy events at the agency.

20% Customer Service & Work Quality - responsible for exemplifying excellent customer service through daily interactions and outcomes:

  • Office visitors and telephone callers - delivers a positive first impression to all visitors and callers (internal and external) with a helpful & knowledgeable attitude

  • Collaborative work environment - understand that the HR office operates as a collaborative unit, where each team member supports each other.

  • Error Free Work - generates quality HR materials and communications ensuring grammar and content is appropriate and engaging for audiences.

  • Process Improvement - collaborates with HR team to develop efficient processes and systems to improve the quality of HR operations.

  • Administrative Duties - performs administrative tasks as needed.

10% Other duties as assigned - responsible for any additional HR duties that may be assigned.
