The Human Resources Administrator of Learning, Engagement and Development is a take charge highly responsible management and professional position involving the conceptualization, planning, organizing, directing, and controlling activities related to learning and development along with employee engagement and satisfaction. The innovative incumbent conducts research, plans, directs, and monitors professional development activities within a goal and performance management system (Oracle) to ensure employee retention and engagement to achieve citywide strategic goals and initiatives.

In addition, the motivated professional develops, conducts and implements employee programs and trainings to address citywide quality improvement and continuous progression of learning for employee personal and professional development needs. The incumbent is also required to produce annual progress reports and develop and implement performance measurement initiatives designed to identify key drivers for employee promotion and succession and for meeting annual strategic initiatives. This position is also responsible for developing and implementing employee engagement and morale programs (i.e., service awards, public service recognition week programs and activities, volunteering etc.) and civic engagement initiatives (i.e. fund raising, establishing and maintaining partnerships with various organizations, etc.). Work is performed with considerable independence and latitude and is reviewed through daily observation, written reports, strategic goal attainment, surveys, and completion of successful employee engagement objectives.

  • Designs, participates and facilitates trainings, activities, and processes to bring about desired strategic plan goals and initiatives; assesses training needs and follows up as necessary.

  • Plans, coordinates, and implements a variety of employee on-boarding and offboarding education, training, succession management and leadership development programs.

  • Creates and maintains a learning ladder program to enhance employee promotional opportunities, succession, and development.

  • Coordinates all activities related to the City-wide performance evaluation/management systems including performance criteria, system development and updates, goal management, and training.

  • Develops needs assessment survey tools to determine specific employee development and training needs; evaluates potential training resources both internally and externally; makes recommendations as needed for successful employee promotion and advancement and follows up accordingly.

  • Develops, conducts, monitors, and implements a variety of employee development, supervision, leadership and general training and advancement programs; prepares and presents and evaluates internal and external training programs.

  • Trains and supports various City Office and Department personnel on the use and best practices of Oracle Learning Management and Goal Management systems; serves as the City's "Super-User" and works closely with IT and our managed care service providers to ensure technological effectiveness.

  • Researches, develops, implements, monitors and evaluates in person, brown bag lunch and learns, and/or web based interactive employee training in topics that include but are not limited to: employee onboarding and orientation, leadership challenges and supervision, visioning, benchmarking best practices and process analysis, creating and sustaining a supportive environment, building accountability, communication skills, team building, customer service, civility in the workplace, coaching and counseling, organizational behavior, strategic management decision-making, leadership and management excellence, conflict resolution, anger and stress management, progressive discipline, disciplinary action, performance appraisals, substance abuse, harassment prevention, embracing diversity, equity, inclusion and belonging, ethics and values, computers and technology, multiple generations, English as a second language, literacy, and safety.

  • Provides technical assistance to supervisors, managers, and administrators to meet the development and training goals and requirements of the City's Offices and Departments.

  • Develops and coordinates programs to promote employee participation and morale, including "Take Our Daughter and Sons to Work" Day, Public Service Recognition Week activities, Service Awards, and Diamond Service Awards, and various other employee engagement and fundraising activities etc.

  • Develops and coordinates programs to promote civic engagement such as fundraising for Breast Cancer Awareness Month and other fundraising initiatives, fundraising during Public Service Recognition week, partnering with school boards on various programs, developing and coordinating the city volunteer program to ensure departments and offices have functional and adequate volunteers to support the City throughout the year.

  • Serves as a strategic partner with our benefits, safety, labor, and workers compensation divisions to coordinate and promote effective programs to educate, prepare and staff our various offices and departments with skilled and engaged workers.

  • Coordinates employee development and training programs to meet technological, program changes, or other department goals and City-wide strategic initiatives.

  • Prepares and monitors the budget for the learning, engagement, and development divisions.

  • Performs related work as required.

The Requirements

Required:

Bachelor's Degree from an accredited college or university with major coursework in Human Resources Management, business or public administration, education, or related field, supplemented by five (5) years of professional level experience in organizational development, training, learning and development, human resources, or related field.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

Preferred:

Master's Degree from an accredited college or university with major coursework in Human Resources Management, higher education, business, public administration, or related field.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Valid Driver's License: With proof of automobile insurance

  • Background Check: Must have an acceptable background record

  • Driving Abstract: Must have an acceptable driving record

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility.

Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma.

Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process.

Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list.

The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Additional Information

In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.

Employment of Relatives: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;

  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;

  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
