The following position description is only meant to be a representative summary of the major responsibilities and accountabilities performed by the incumbents of this position. The Human Resources Administrator (HRA) is the ideal position for a recent college graduate who is interested in pursuing a career in Human Resources and gaining experience from the ground up while demonstrating exceptional organizational skills in addition to a strong attention to detail. The HRA will be responsible for supporting company-wide functional areas of HR including complex administrative duties with the primary focus on benefits administration and HRIS maintenance. The HRA's duties will include the following:

  • Participate in developing department goals, objectives, and systems. Recommend new approaches, policies, procedures, and programs to effect continual improvement of Human Resource Development (HRD) to further streamline processes for efficiency.

  • Administer employee benefits plans (i.e., group life, AD&D, disability, medical, dental vision, voluntary plans, FSA, HSA), annual open enrollments and FMLA administration. Reconcile benefits invoices and coordinate with vendor or broker on any discrepancies.

  • Conduct new hire orientations, process new employee paperwork, and maintain HRIS records.

  • Prepare and maintain personnel files, ensuring accuracy, compliance, and confidentiality. Maintain other records, systems, and reports (i.e., Form I-9's, Post-Offer Veterans Status forms, ADP WN portal updates, promotion/transfer reports, etc.).

  • Prepare offer, layoff, promotion, and separation letters.

  • Liaise with Payroll, Information Technology, and Security regarding new hires, terminations, transfers, etc.

  • Keep abreast of legislative changes that affect compliance with federal and state employment law in the various states and countries in which the company conducts business.

  • Handle workers compensation claim reporting and compliance with OSHA reporting regulations.

  • Support Business Development activities, to include proposal development and staffing recruitment as needed.

  • Track and generate reports (metrics, spreadsheets, etc.) as requested.

  • Participate in administrative staff meetings and attend other meetings, seminars, workshops, and conferences as needed.

  • Perform other tasks as assigned (focus on those tasks with sense of urgency) that may require reprioritizing current workload.


Education, Work Experience, Skills and Clearance

  • Bachelor's degree and a minimum of two (2) years of administrative experience in a fast-paced, team environment, demonstrating skills as a facilitator and communicator.

  • Superior organizational skills, to include: Forecasting and planning project needs and ability to assess and project upcoming business needs.

  • Strong attention to detail, focusing on the small details that are part of the large task.

  • Intermediate level user of Microsoft Word, Excel, and PowerPoint (emphasis on Excel).

  • Effective oral and written communication skills and excellent interpersonal skills.

  • Proficient at managing several processes concurrently, and adept with critical thinking and problem-solving skills.

  • Respects and adheres to current practices and processes in addition to managerial instruction.

  • Ability to meet deadlines while exercising a strong attention to detail, demonstrating superior organizational and time-management skills, and effective follow-up skills. Adaptable to change in a very dynamic environment.

  • Projects professional demeanor at all times (accountable, courteous, dependable, ethical, punctual, responsible, and respectful).

  • Exercise discretion, care, and protection when exposed to or handling business sensitive information and the ability to maintain confidentiality.

OHRCO is responsible for planning, developing, managing, implementing and administering an effective human capital management consulting program to provide a variety of human capital services and consultation to management officials in all serviced organizations. Major duties for this position, include but are not limited to the following: Plans, develops, manages, implements and administers an effective human capital management consulting program to provide a variety of services to management officials. These services include: workforce and organizational development, position management, recruitment, staffing, placement, pay and benefits administration, personnel records maintenance, leave administration, and other related services. Analyzes the human resources needs of the serviced organizations and, within the framework of broad DOL policy, develops and implements HR policies and programs which support the component's strategic goals and objectives and the DOL mission.
