Overview:

The Human Resource Specialist is responsible to assist with the daily office functions of the Assistant Superintendent and is responsible for job postings, personnel recommendations for Board of Education action, employee contracts, files, and evaluations. He/she performs such clerical, typing and office functions as required to accomplish required, necessary and functional projects for the school district.

Key Responsibilities:

  • Maintain up-to-date files on each district employee, complete with appropriate copies of contracts, teaching certificates, BCI/FBI checks, and other pertinent information.

  • Respond to staff and public records requests to view personnel records.

  • Maintain a current list of contracts for all district employees, including certified, classified, administrators and consultants.

  • Maintain records of evaluations and update job descriptions annually, if needed, providing new information to the Superintendent's office.

  • Post vacancies and prepare contracts to be approved by the Board.

  • Prepare items for monthly Board meeting agendas.

  • Participate in the recruitment of new employees; attend job fairs. Schedule and coordinate interviews.

  • Maintain records on all aspects of employee licensure/permits as applicable.

  • Assist with organizing new employee orientation.

  • Assist with organizing the onboarding and mentoring of new employees.

  • Facilitate tuition reimbursement process annually.

  • Oversee and administer leave requests and accommodations requiring specialized attending, particularly those arising under the Family and Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), state and local leave laws, and short-term or long-term disability plans.

  • Process workers compensation claims, ensuring proper reporting of accidents, working with third party administrators and Managed Care Organizations (MCO).

  • Process and respond to unemployment insurance claims by obtaining, reviewing, recording, and evaluating information related to an employee's work history, status, and applicable unemployment insurance codes.

  • Manage Frontline Education products: Absence Management & Recruiting & Hiring; act as the district point of contact for district policies regarding absences and the online application system.

  • Manage the district's Human Resource Information System (HRIS).

  • Support collection and accuracy of staff data, including Education Management Information System (EMIS) records.

  • Maintain an electronic filing system and respond to staff requests to view personnel records.

  • Perform other duties as assigned by the Superintendent or his/her designee.

Key Qualifications:

  • Associate's degree or equivalent required. College degree in a related field is preferred.

  • Must have 3 or more years of experience in human resources or related fields.

  • Such alternatives to the above qualifications as the Administration and Board of Education may find appropriate and acceptable.

  • Experience working in a union environment is preferred.

Knowledge, Skills and Abilities (KSA):

  • Maintain current knowledge of employment laws (e.g. FLSA, Workers Compensation, unemployment etc.), Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA).

  • Evidence of demonstrated proficiency in oral, written, and technological communication. The school district reserves the right to administer job skill testing as a term and condition of employment.

  • Excellent organization skills.

  • Attention to detail.

  • Ability to problem-solve employee-related issues.

  • Ability to work with ambiguous information.

  • Ability to explain policies and procedures to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resources processes; to establish and maintain effective working relationships with applicants, employees, and the public; and to communicate effectively.

  • Excellent interpersonal skills with the ability to manage sensitive and confidential situations with tact, professionalism, integrity, and diplomacy.

  • Ability to learn new software systems.

  • Position is mostly indoors in a climate-controlled office or building.

  • While performing the duties of this job, the employee is frequently required to walk and stand. Occasionally the employee will sit and/or run.

  • The employee will frequently squat, stoop, kneel, reach above the head, reach forward, and repeat the same hand motion many times while performing the duties of the job.

  • The employee may routinely lift and move objects weighing 25-30 pounds.

  • The employee must also have the ability to work in an environment, including extreme variations in temperatures and to operate varied technologies and commercial office equipment.

  • The specific vision requirements of the job include good depth perception and occasionally being able to see objects/persons at a distance.

  • The employee frequently is required to hear conversation in quiet, as well as a noisy environment and be able to tell where a sound is coming from while performing the duties of the job.

  • The employee must be able to communicate to the team to give directions.

Occasionally the employee must be able to meet deadlines with severe time constraints and interact with public and other workers. The noise level in the environment is usually low to moderate.

Terms of Employment:

Bargaining unit exempt non-teaching administrative employee working 260 days for 8 hours per day excluding lunch.

Work year calendar to be established by the Board of Education and will be provided annually.

Professional skills testing is a term and condition required for employment.

Salary range of $57,500-$72,500 shall be assigned commensurate with level of knowledge and demonstrated successful experience. Comprehensive fringe benefits available.
