What you will do:

  • Talent Acquisition and Retention: Coordinate the recruitment and retention efforts to attract top talent, utilizing Taleo and other innovative methods to fill vacancies effectively and efficiently.

  • Onboarding and Offboarding: Plan and conduct engaging employee onboarding and orientation experiences. Conduct exit conferences to gather feedback and insights for continuous improvement.

  • Employee Engagement and Recognition: Develop and oversee employee recognition programs and initiatives aimed at fostering a positive workplace environment and culture. Collaborate with the communications team on internal staff communications to promote engagement and alignment.

  • Professional Development: Promote the utilization of employee development funds and other professional development opportunities to enhance employee skills and competencies. Lead and coordinate training opportunities on relevant topics.

  • Performance Management: Oversee the performance evaluation process and goal setting for employees to ensure alignment with organizational objectives.

  • Benefits Administration: Assist processing benefits, claims, and requests such as healthcare, dental, vision, disability, workers' compensation, childbirth adoption leave, and Family Medical Leave Act requests.

  • Payroll Management: Back up for processing biweekly payroll for all staff, utilizing the Kronos timekeeping system, from exempt to bargaining staff covered by the Communications Workers of America contract.

  • Employee Relations: Serve as a resource for all staff, including employees, supervisors, managers, and administrators, providing counsel, coaching, and direction on sensitive, controversial, and confidential human resources matters.

  • Policy Development and Maintenance: Assist with writing, updating, and maintaining Human Resources policies to ensure compliance and alignment with organizational goals and legal requirements.

  • Compliance and Legal Support: Provide technical advice, assistance, and training regarding civil service rules, laws, policies, procedures, and human resources practices. Identify legal requirements and governmental regulations impacting HR policies and procedures, ensuring compliance with equal employment opportunity and affirmative action laws, rules, and regulations.

  • Labor Relations Support: Assist with Labor Relations responsibilities, including serving as a hearing officer, conducting investigations, and addressing contract disputes.

  • Professional Development and Compliance: Attend seminars and conferences to stay current in HR practices and procedures. Prepare administrative and confidential reports, oversee HR public records requests, and ensure continuous development of competencies needed to support SOS strategic initiatives.

Education

  • Required: Bachelor's degree in Human Resources Management, Business Administration, Organizational Psychology, or a related field.

Experience

  • Required: 5 years of progressively responsible experience in human resources management, with a focus on employee relations, talent acquisition, performance management, and organizational development.

  • Previous experience in a managerial or supervisory role within a human resources department.

Knowledge

  • Human Resources Management: Understanding of principles, practices, and procedures related to talent acquisition, employee relations, performance management, compensation and benefits, compliance, and HR metrics.

  • Employment Laws and Regulations: Knowledge of federal, state, and local employment laws and regulations, including equal employment opportunity (EEO), affirmative action, wage and hour laws, FMLA (Family and Medical Leave Act), ADA (Americans with Disabilities Act), and other relevant legislation.

  • Employee Engagement and Experience: Familiarity with strategies and best practices for promoting employee engagement, fostering a positive workplace culture, and enhancing the employee experience throughout the employee lifecycle.

  • Training and Development: Understanding of training needs analysis, instructional design principles, and techniques for delivering effective training and development programs to enhance employee skills and competencies.

  • HRIS and ATS Systems: Knowledge of Human Resources Information Systems (HRIS) and Applicant Tracking Systems (ATS) software, including their functionalities for data management, reporting, and recruitment processes.

  • Leadership: Leadership skills to effectively lead and manage HR teams, drive initiatives, and influence organizational change while promoting a culture of inclusivity and accountability.

  • Conflict Resolution: Ability to facilitate conflict resolution and mediation processes, manage difficult conversations, and foster constructive relationships between employees and managers.
