Human Capital Management Analyst, Senior
Serve as a security cooperation (SC) human capital analyst, contributing expertise to defense institution building, helping to plan SC efforts, and participating in assessment, monitoring, and evaluation (AM&E) activities within a geographic combatant command (GCC) headquarters. Support initial assessments of partner nation capability requirements, potential programmatic risks, and indicators of efficacy for the purposes of planning, monitoring, and evaluation of SC programs and activities and develop SC initiative design documents (IDDs). Support performance monitoring of SC programs and activities, including establishment of monitoring methods, development of metrics, and data collection and analysis and design and implement a variety of short- and long-term evaluations of SC programs and activities. Evaluate the efficiency and effectiveness of SC programs and activities to achieve preferred outcomes articulated in the GCC theater campaign plan and other Joint Force plans, assist GCC to integrate activities into Joint Force planning, and synchronize efforts across a range of DoD stakeholders and with US embassies. Develop and provide training on SC topics, including AM&E and defense institution building and assist the GCC to institute FY17 NDAA SC reforms consistent with DoD Instruction 5132.14 Assessment, Monitoring, and Evaluation Policy for the Security Cooperation Enterprise and Joint Publication 3-20 Security Cooperation. Provide subject matter expertise, technical assistance, and staff augmentation and demonstrate knowledge of defense human capital functions.
10+ years of experience with conducting and providing oversight of security cooperation programs and activities at the tactical-, operational-, or strategic-levels
Experience in working with human capital programs supporting Department of the Navy, Air Force, or Army projects, including performing operational or technical human capital management work
Experience in working with military services to validate integrated human capital management requirements and implement human capital management support plans to meet requirements
Experience with one or more of the following: personnel management, workforce analysis and management, HRM force structuring, talent management, compensation and benefits, succession planning, recruiting, accessions, retention, retirement, separation, and transition, professional and career development, including education and training, professional military education, assignments, awards, and decorations
Experience with the analysis, preparation, and presentation of data to leadership
Knowledge of security cooperation authorities, processes, and resources
Top Secret clearance
BA or BS degree
Experience in working with one or more SC organizations, including GCC, ODC, or DSCA
Experience with overcoming bureaucratic and cultural challenges while building partner nation operational and institutional capability and capacity
Experience in coordinating activities with the Department of State and US embassies
Experience with developing training and educational programs for US military personnel
Experience with Global Theater Security Cooperation Management Information System (G-TSCMIS)
Ability to show regional expertise and language proficiency
Possession of excellent client-facing, advisory, consulting, and organizational skills
Possession of excellent oral and written communications skills to present complex information to civilian and military senior leaders
Completion of any Security Cooperation Officer Course from Defense Institute of Security Cooperation Studies (DISCS), including the Security Cooperation Management Industry Course, Security Cooperation Management Orientation Online Course, or Security Cooperation Management Policy, Programs, and Planning Course
