WHO YOU ARE:

An individual with a passion for outreach to Historically Underutilized Businesses (HUBs) in the state of Texas. Must be motivated to grow the HUB program at TWC using a variety of outreach and training methodologies. Travel is a must as you journey across Texas to attend conferences, make presentations, and network. You are a self-starting, motivated, collaborative problem solver who understands the value of data analysis.

WHAT YOU WILL DO:

The HUB Coordinator (Contract Administration Manager I) performs advanced (senior-level) contract administration work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO:

  • Prepare regular reports, both internal and external.

  • Facilitate the agency's good-faith effort to increase HUB participation.

  • Monitor contracts for HUB compliance.

  • Coordinate HUB marketing and outreach efforts.

  • Perform other duties as assigned.

YOU QUALIFY WITH:

  • Graduation from an accredited four-year college or university with major coursework in business, public administration, law, or a related field is generally preferred plus five years of full-time experience in contract administration, management, evaluation, or monitoring of contract providers.

  • One year of full-time experience in contract administration, management, evaluation, or monitoring of contract providers may be substituted for each year (30 semester hours) of education.

YOU ARE A GREAT FIT WITH:

  • Knowledge of State of Texas procurement and contracting laws, regulations, rules, policies, and procedures.

  • Knowledge of laws governing state purchasing and Historically Underutilized Business program participation.

  • Ability to gather, assemble, correlate, and analyze facts and devise solutions to HUB challenges.

  • Ability to prepare and/or make presentations.

  • Ability to establish and maintain effective and cordial working relationships at all organizational levels, including agency management, direct supervisors, co-workers, internal, and external customers.

  • Ability to work independently and as part of a team, and to support and contribute to a cohesive team environment.

  • Ability to understand, follow, and convey brief oral and/or written instructions.

  • Ability to communicate both verbally and in writing, in a clear and concise manner.

  • Ability to work a flexible schedule to meet required deadlines.

  • Ability to work under pressure and exacting schedules to complete assigned tasks.

  • Ability to comply with all agency policies and applicable laws.

  • Ability to comply with all applicable safety rules, regulations, and standards.

  • Certified Texas Contract Developer/Certified Texas Contract Manager.

  • Ability to travel within the state of Texas up to 50%.
