The Health, Safety, Environment, and Regulatory (HSER) Director will be responsible for overseeing all aspects of health, safety, environmental protection, and regulatory compliance at Magnolia. The HSER Director will develop, implement, and maintain policies, programs, and procedures to ensure the health and safety of employees, contractors, and the environment, while ensuring compliance with relevant laws, regulations, and industry standards.

Responsibilities:

  • Develop, implement, and maintain the company's health, safety, environment, and regulatory policies, programs, and procedures to ensure compliance with local, state, and federal regulations, as well as industry best practices.

  • Drive process improvements to enhance HSER performance across the organization.

  • Provide leadership, guidance, and training to employees and contractors on health, safety, and environmental matters, including hazard recognition, risk assessment, and emergency response procedures.

  • Work with Operations leadership to establish and maintain the Company's HSER culture, based on Magnolia's core values.

  • Lead a team of HSER professionals based in Magnolia's Houston, Gillett, and Giddings, TX offices.

  • Support all Production, D&C, and Houston office activities.

  • Maintain awareness and understanding of regulatory changes and lead efforts to comply with new regulations impacting upstream operations.

  • Participate in the incident management process that investigates accidents, incidents, and near misses to identify root causes and implement corrective and preventive actions to prevent recurrence.

  • Develop and maintain emergency response plans, including evacuation procedures, spill response protocols, and crisis management procedures, and conduct regular drills and exercises to test and improve preparedness.

  • Monitor and analyze key performance indicators (KPIs) and metrics to track health, safety, and environmental performance and identify areas for improvement.

  • Manage environmental monitoring and remediation programs, including air quality monitoring, water quality testing, waste management, and remediation projects.

  • Maintain effective communication channels with regulatory agencies, industry associations, and community stakeholders to stay informed of regulatory changes, industry trends, and community concerns.

  • Coordinate all regulatory reporting, permitting, and compliance activities, including permit applications, inspections, and enforcement actions.

  • Collaborate with cross-functional teams, including operations, engineering, land and regulatory affairs, to ensure alignment and integration of health, safety, environmental, and regulatory requirements into business processes and decision-making.

Qualifications:

  • Previous experience leading an upstream oil and gas HSER organization.

  • Bachelor's degree in occupational health and safety, environmental science, engineering, or a related field, required.

  • Minimum of 12-15 years of experience in health, safety, environment, and regulatory management within the oil and gas industry, with a focus on exploration and production operations.

  • In-depth knowledge of federal, state of Texas, and local health, safety, environmental, and production regulatory requirements applicable to oil and gas exploration and production activities in the state of Texas.

  • Strong leadership, communication, and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.

  • Proven track record of developing and implementing health, safety, environment, and regulatory programs and initiatives that drive continuous improvement and achieve measurable results.

  • Experience managing regulatory compliance, permitting, and reporting activities, including interactions with regulatory agencies and industry associations.

  • Ability to analyze complex data, identify trends, and develop actionable recommendations to improve health, safety, and environmental performance.

  • Strong project management skills, with the ability to prioritize and manage multiple projects and deadlines in a fast-paced environment.

  • Demonstrated commitment to promoting a culture of safety, environmental stewardship, and regulatory compliance within the organization.
