HSE Supervisor - Drilling and Completions, Decommissioning (ARO) and Subsea

Job Summary:
Provide high level HSE supervision for all Talos projects with a focus on development of project specific HAZID/pre-job risk assessment and control implementation matrixes. Effectively promote and communicate Talos HSE programs, policies, expectations, and regulatory requirements among all project team members (including contractors) and assist Project Managers and their teams with HSE planning, preparation, and execution throughout all phases of their projects to proactively reduce the likelihood and severity of incidents on projects.
The Key responsibilities include:
Coordinate with project leaders for all ongoing and upcoming projects.
Work with Project Managers and Facility Engineers to develop project specific HAZID matrixes to accompany work packs and task lists. Evaluate the work scope, conduct risk assessments, and recommend controls for hazardous working conditions and potential unsafe acts. Ensure the project scope is clear and that the changes comply with Management of Change (MOC) processes.
Attend and participate in relevant project meetings. Present and review HAZID matrixes in pre job/kick off meetings and conference calls.
Provide Health, Safety, and Environmental technical support to project leaders and teams. Research safety related concerns and topics for project leaders to achieve compliance with written policies and regulatory requirements. Review, provide feedback, and approve contractor submittals of project HSE plans, work procedures, and Risk Assessments.
Analyze project field personnel training needs and verify training is completed prior to execution of work. Audit and critique safety training or deliver safety training as necessary.
Analyze project safety equipment needs and ensure all inventory necessary to safely execute the scope of work is available prior to mobilization.
Work closely with contractor HSE Manager to harmonize culture, expectations, and practices. Serve as HSE liaison with third party contract companies specific to projects.
Support Corporate HSE initiatives and implement behavior-based safety program on all projects.
Perform regular site visits, evaluate field performance, and ensure all aspects of the project are in accordance with the HSE regulatory requirements, written procedures, and contractual obligations. Track issues of nonconformance and conduct follow up as necessary.
Supervise all activities for Talos D&C/ARO HSE related activities. Monitor the performance of and provide guidance to onsite project safety representatives.
Interface with various levels of governmental officials and regulatory offices necessary to the project.
Supervise HSE Advisors D&C/ARO and ensure they are reporting all incidents except personal illnesses through Talos Incident Reporting Line.
Investigate project SIFs and potential SIFs incidents, determine root cause, and develop corrective actions to prevent future reoccurrence and report updates on investigations to the SEM/HSE Manager.
Maintain project specific lessons learned for review during post project debrief.
Assist project manager in streamlining HSE processes within projects and make recommendations for improving project HSE efficiency.
Represent Talos in Operator committees where assigned.
Other duties as assigned.
QUALIFICATIONS:
High School diploma required; College education preferred.
Minimum of 5 years of experience in HSE with progressive positions of responsibility
Offshore GOM experience a preferred.
Strong organizational and MS Office suite skills.
Excellent written and oral communication.
Team player with Dynamic interpersonal skills that work well with others, build effective working relationships throughout the organization
PHYSICAL REQUIREMENTS:
Offshore employees must be able to consistently meet the following physical requirements for the duration of a shift (7-13 hours per day).
MEDICAL EXAMINATION:
All offshore employees will be required to complete a satisfactory physical examination to determine their ability to perform the above described tasks.
