Job Description:

The purpose of this position is to promote a safe work environment. These problems include but are not limited to prevention of human injury, environmental degradation and unsafe working conditions/practices. This is done through health, safety and environmental training, programs, and processes with a visible and uncompromised commitment to the protection of the environment as well as the productivity of the Company's employees.

  • Maintain a fundamental knowledge of Company specific Health, Safety & Environmental (HSE) standards, programs and goals by applying elementary HSE procedures as established by the Company on a project site or in an office through training

  • Assess whether project site adheres to Company and regulatory HSE standards and guidelines

  • Promote HSE standards and goals with programs throughout the Company and/or project to foster a safe and productive work environment

  • Conduct limited scope onsite risk assessment and contribute to mitigation response with senior HSE professional

  • Assist in the administration of a specific function such as maintaining HSE-specific project files on testing for substance abuse, collecting environmental or health samples, or providing personal protective equipment to project personnel

  • Administer and monitor simple HSE programs involving lower levels of employees on the project or in the office through presentations, printed materials, and activities

  • Monitor simple HSE programs by creating basic summaries/reports/presentations for HSE management

  • Support preparation of HSE sections in the Project Execution Plan (PEP) and the Project Procedures Manual (PPM) for a simple project

  • Provide input for simple HSE permit preparation on projects using established procedures

  • Provide support in the development of simple HSE project plans and development of simple HSE specifications

  • Assist in the preparation of simple surveys, audits, evaluations, inspections, and investigations of incidents and activities to monitor and track HSE standards, programs and goals including project environmental data collection and documentation

  • Maintain simple reports or documents that may be required to meet corporate or regulatory requirements, including monitoring application of HSE standards and goals

  • Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines

  • Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines

  • Plan and organize own work assignments, as well as carry out tasks from management staff

  • Maintain compliance with all applicable policies, procedures, and global standards

  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies

  • Effectively develop and apply the Core Skills to the job

  • May need to travel to attend to business related matters

  • Meet expectations on attendance and punctuality

  • Other duties as assigned

Preferred Qualifications

  • Basic computer and software skills to include the use of word processing and email as well as the intermediate use of spreadsheets and electronic presentations

ASRC Federal Space and Defense (AS&D) brings a 14-year history of delivering high-performance space systems engineering, integration and operations services to civil and defense agencies. ASRC Federal Space and Defense provides these services throughout all phases of the program life cycle and across the entire space systems architecture, including space and ground assets. Role/Responsibilities: As a Member of the AS&D White Sands Complex (WSC) Maintenance Team, the Field Engineering Specialist performs a variety of complex duties to support real-time satellite operations. Duties include but are not limited to: * Providing engineering and maintenance support for the White Sands Complex (WSC) Multiple Access Beamforming equipment (MA system). * Providing engineering and maintenance support for the entire Demand Access System and Subsystems, with a strong emphasis on networking as a Systems Administrator to troubleshoot basic network infrastructure suite of equipment. * Provide OJT training, generate documentation support, support the installation of Firmware/Software deliveries, and provide technical input for correcting deficiencies or to provide enhancements. * Perform other system maintenance functions as assigned by the HMD Manager. * This position is subject to call-in; weekend, holiday and overtime assignments. Skills/Experience: * Required to have skills and knowledge of Radio Frequency (RF) component level repair experience with phasing capability (Phase Modulation/PLLs) as well as knowledge of IT network architecture, network protocol standards (TCP, UDP, IP) and computer architecture and operating systems. * Must have digital component level repair experience. * Must have working knowledge of Digital Receiver systems, with component level repair and testing experience. * Must have a familiarity with RF UpConverter, Modulators/Demodulators, and (TTL) Transistor-transistor logic / (ECL) Emitter-Coupled Logic technology. * Experience responding quickly and effectively during critical and emergency situations * Under limited supervision candidate must be able to isolate hardware problems to the lowest line replaceable unit level and return the system to full operational capability. * Ability to conduct or supervise the performance of equipment evaluation and testing. * Develop Engineering Changes (EC's), Local Operating Procedures (LOP's), and Preventive Maintenance Plans (PM's) * Ability to train and lead technicians in component repair. * Ability to coordinate the installation of equipment and/or replacement of parts and ensures all necessary adjustments to the system and chassis are made.
