Job Description:

The purpose of this position is to provide technical responsibility for organizing, executing and coordinating complex HSE Design and permitting engineering project assignments in the Energy and Chemicals business line and may assist in overseeing a team of several engineers. Projects are mostly in the Oil and Gas industry, both upstream and downstream.

  • Assist in the supervision of lower level professionals on HSE activities on large-scale Total Installed Cost (TIC) projects; duties may include the calculation and control of HSE budgets, staffing requirements and schedules; execution of consequence modeling using Phast software; Quantitative Risk Assessments (QRA); Process Hazard Analyses (PHA); Fire Protection Specifications (FPS) and Environmental Impact Assessments (EIA) as required by certification or regulatory entities

  • Identify regulatory requirements for oil and projects in California and other US states and provide input for HSE permit preparation on projects by maintaining expert knowledge of current guidelines and regulations

  • Train and supervise HSE engineers, specialists, consultants and other employees working in the HSE department on a project through an expert knowledge of the Company's HSE standards, programs and goals

  • Provide guidance, assistance and advice to business lines, project management, and Company organizations through interpretation of Company HSE practices and procedures in relation to client requirements and current legislation and regulations

  • Interface with client representatives: project, planning, process and instrument engineers, operations and maintenance to align contract requirements and expectations

  • Maintain contact with consultants and organizations outside the company with responsibility for providing specialized service including permitting engineering

  • Maintain compliance with all applicable policies, procedures, and global standards

  • Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies

  • Other duties as assigned

Projects are mostly in the Oil and Gas industry, both upstream and downstream. * May lead a team of several engineers to develop drawings and specifications for study, feasibility, Front End Engineering Development (FEED)/Engineering, Procurement, Fabrication, and Construction (EPFC) phase project definition and/or execution * Develop scope, schedule and cost estimates for Fire Protection for medium and large size projects * Oversee execution of Fluor's scope of work according to contract requirements * Disseminate state of the art Fire Protection practices, technology, and execution strategies throughout the global Fluor community * Interface with client representatives: project, planning, process and instrument engineers, operations and maintenance to align contract requirements and expectations * Participate in business development activities and promote a professional relationship with clients and company management * Advise Fluor business development of opportunities arising due to changes within the industry, business, and regulatory sectors * Maintain contact with consultants and organizations outside the company with responsibility for providing specialized service * Mentor and train Fluor engineers * Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines * Other duties as assigned Fluor Corporation Aliso Viejo CA
