Under the direction of the HR Training and Development Manager, the Training and Development Specialist designs, develops, conducts, and evaluates agency wide training programs. Conducts needs analysis to determine ways to improve employee performance. All work to be completed with minimum supervision and in accordance with Organization standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following. The company reserves the right to add to, delete, change or modify the essential duties and responsibilities at any time.

  • Participates in needs analysis studies to determine training and performance needs with the organization. Confers with management to gain knowledge of specific work situations requiring employees to better understand changes in policies, procedures, regulations and technologies. Looks for ways to improve organizational productivity through training and education. Recommends tools, resources, and training.

  • Assist in developing training materials. In conjunction with the manager, selects, develops and maintains teaching aids such as training manuals, demonstration models, multi-media visual aids, computer tutorials, and reference works. Selects or designs testing and evaluation methods to be used to measure learning. Maintains the training schedule and room reservations for internal and external training locations.

  • Conducts training sessions covering specified topics for new and current employee training. Sessions include topics such as: orientation, customer services, new policies/procedures training and other trainings assigned. Updates materials for accuracy and to increase learning.

  • Career Development: Answers employees questions regarding opportunities for advancement and the required training or education. Directs employees to external educational and training resources. Assists in counseling staff on appropriate training programs, K.E.Y Library and Fred Pryor materials.

  • Provides observations and suggestions for improvement regarding training effectiveness. Survey trainees within 90 days to measure progress and to evaluate the effectiveness of training. Reports on progress of trainees under guidance during and following training period.

  • Maintain upkeep of the Learning Management System (LMS). Data entry of courses and performance management documents, and the ability to run reports from the system. Provide training to new management on the LMS system, when needed,

  • Other Functions: The Organization may assign other functions to the job at its discretion.


Bachelor's degree in Human Resources, Communications, Training and Development or business related field. Two to three years of training and development experience required in one or more of the following areas: needs assessment, survey analysis, developing and implementing training programs. Prior Learning Management System and course design experience preferred.


  • Access to reliable personal transportation, valid drivers license and insurance required.

  • Excellent oral and written communication skills

  • Excellent presentation skills

  • Ability to use good judgment in handling complex situations

  • Ability to adapt to change

  • Ability to travel locally, and work from different locations.

  • Ability to work and be on location between the hours of 8am-5pm, when conducting training.

  • Ability to function independently in a multi-task environment, as well as a part of a team

  • Expert-level skills in Microsoft Office specifically, in PowerPoint and Word.

General Summary The Training & Development Specialist, reporting to the Manager, WLPOD, contributes to talent development initiatives to support the university's centralized training strategy. Works professionally and collaboratively with subject matter experts, academic and administrative management to design and deliver online and classroom based content to support university and unit initiatives. Responsibilities & Duties * Consults with university leaders, managers and employees to design, develop, revise and maintain on-line learning, blended courses, instructor led learning, and other learning resources aligned with best practices in adult learning theory. * Builds collaborative relationships with academic and administrative management to become a trusted resource for ongoing learning and development initiatives. * Facilitates learning and development initiatives including orientation, training and professional development activities in an inclusive manner that appeals to diverse audiences. * Conducts needs assessments to identify learning needs and skill development opportunities. * Measures program impact and effectiveness by creating, implementing and analyzing multi-level evaluations. * Partners with WLPOD team in management of Learning Management System (LMS) including course and system maintenance, assisting learners and partnering with Learning Administrators across the University. * Assists in implementation and maintenance of performance appraisal process. * Performs other duties as assigned. Education & Experience * Bachelor's degree in Adult Education, Training & Development, Organizational Behavior, Instructional Design, or related field. * 3 - 5 years experience with learning technology including the use of authoring tools and learning management systems. * 3 - 5 years of training and development experience including instructional design experience, proven proficiency with adult learning models, and experience facilitating professional training and development programs. * Proven ability to plan and integrate web-based and blended learning strategies. * Proven ability to incorporate experiential learning activities into training and facilitation in order to meet the needs and culture of the audience. * Proven ability to design, implement and report evaluation of instruction, learning, transfer of learning and program effectiveness.
