Description of Work

Salary Grade: GN07 Salary Range: $32,703 - $51,904

This position serves as the HR Technician I in our Division Administration Unit. This position will assist the HR Tech III in regular duties and also serve as the Assistant to the Division Construction Engineer.

This position serves as the liaison between Human Resources and the Division for managing and carrying out NCDOT personnel related program, directives, policies and procedures and provides instruction, direction and oversight to Division/District/Unit clerical staff in human resource issues and actions. This position will be responsible for serving as backup for the HR Tech III and will be required to complete all HR/Payroll/Benefit training courses pertaining to NCDOT Human Resources. This position will be the backup for new employee orientation; entering personnel actions in Beacon/HR Action forms; help serve as the Voluntary Shared Leave Coordinator; assist the Training Coordinator for the Division; maintain Personnel files; assist with payroll questions pertaining to deductions, leave balances, entry , etc.; assist employees with State benefit questions; service award program; assist with entering and tracking postings in NeoGov; and assist with NCVIP.

This position will also perform a variety of secretarial & clerical duties for the Division Construction Engineer and the Staff Construction Engineer.

This position will use a variety of software's:.i.e. Microsoft Office (Word, Excel, Outlook and Access), SAP, HiCams, BEACON & NeoGov.

This position will communicate with Contractors, Department staff and the public to provide effective and helpful customer service via email, telephone and written correspondence. This position will be the back-up for payments of CEI invoicing. Familiarity with the Construction Team Website and SharePoint file structure is preferred. POS # 60021071

Knowledge, Skills and Abilities / Competencies

Qualified Applicants must meet the Education Requirements and all KSAs in order to qualify. Applicants must submit an application that CLEARLY reflects work experience that demonstrates the following:

  • Experience and technical skill to independently and accurately process, retrieve, or reference personnel data from database systems (SAP/Beacon)

  • Microsoft Office skilled (Word & Excel, etc.)

  • Experience with NEOGOV application tracking program.

  • Experience exercising judgment and discretion in the application and interpretation of personnel policies and procedures.

  • Experience compiling clear, concise and detailed reports and communicating effectively, both oral and written form.

Additional Expectations:

Must have the ability to work closely with others and possess good communication skills, both orally and in writing. Must have computer experience using Word, Excel, SAP, BEACON & NeoGov.

Experience with HiCams is preferred. Effectively communicate technical knowledge with Engineers, co-workers and public. Good communication skills are required in both verbal and written activities.

Possess general mathematical skills, significant vocabulary/grammar skills for proofreading correspondence, reports and other documents. Ability to schedule and coordinate a variety of appointments, meetings, and/or conference. Valid NC driver's license is preferred. Minimum Education and Experience Requirements

Associate's degree, typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required; or High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.
