The Human Resources Specialist (Recruitment & Placement) provides a variety of recruitment and placement functions and management advisory services to an assigned block of services. The major duties and responsibilities listed below represent the full performance level of the position, and include but are not limited to:
Performing a full range of recruitment and placement functions related to Title 5, Title 38, and Hybrid Title 38 positions.
Providing advice, assistance, and follow-up to supervisors and managers of services.
Processing OPM and/or DEU certificates in technical accordance with appropriate regulatory requirements.
Recommending appropriate recruitment sources, job market availability, and appointment flexibility to Service Chiefs and supervisors in meeting their specific employment needs for both external and internal placement activities.
Providing technical knowledge in the application of principles, practices and techniques of human resources recruitment, examination, selection and placement.
Preparing vacancy announcements, determining qualifications and developing merit promotion lists for selecting officials.
Addressing substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues.
Weighing pertinent facts in formulating factually supportable recruitment and placement determinations. A more detailed description of the duties of this position is available in Human Resources Management Service.

Superior Academic Achievement at the GS-7 level (TRANSCRIPT REQUIRED): (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Or, a grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Successful completion of one (1) full year of progressively higher level graduate education with a major in a field appropriate to the work of this position to substitute for the one year of experience, is fully qualifying for the GS-7 (TRANSCRIPT REQUIRED). OR, Applicants may also combine education and experience to qualify at the GS-7 level (TRANSCRIPT REQUIRED).
GS-9 grade level: One year of specialized experience (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: preparing/editing recruitment plans; drafting and preparing job announcements; evaluating applications and resumes against qualification standards, verifying eligibility, and ranking applicants; responding to HR related inquiries.

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR, Applicants may also combine education and experience to qualify at the GS-9 level. (TRANSCRIPT REQUIRED)
GS-11 grade level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: carrying out recruitment and placement functions for a variety of positions; providing technical advice and assistance to the human resources staff and management officials; troubleshooting and resolving difficult and controversial internal and external staffing and placement problems; and performing both internal and external placement duties.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED) OR, Applicants may also combine education and experience to qualify at the GS-11 level. (TRANSCRIPT REQUIRED)
