Summary

The Human Resources Specialist (Recruitment & Placement) provides a variety of recruitment and placement functions and management advisory services to an assigned block of services. The major duties and responsibilities listed below represent the full performance level of the position, and include but are not limited to:

Responsibilities

Performing a full range of recruitment and placement functions related to Title 5, Title 38, and Hybrid Title 38 positions.
Providing advice, assistance, and follow-up to supervisors and managers of services.
Processing OPM and/or DEU certificates in technical accordance with appropriate regulatory requirements.
Recommending appropriate recruitment sources, job market availability, and appointment flexibility to Service Chiefs and supervisors in meeting their specific employment needs for both external and internal placement activities.
Providing technical knowledge in the application of principles, practices and techniques of human resources recruitment, examination, selection and placement.
Preparing vacancy announcements, determining qualifications and developing merit promotion lists for selecting officials.
Addressing substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several interrelated issues.
Weighing pertinent facts in formulating factually supportable recruitment and placement determinations. A more detailed description of the duties of this position is available in Human Resources Management Service.

    Requirements:
    No special physical exertion is required. The work is primarily performed while sitting though some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc. Travel may be required between the different divisions. The work is normally performed in an office setting.
    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
    Note: This position is a Non-Bargaining Unit position.
    Note: This position is covered by locality-based comparability pay.
    Note: Selectee may be required to work at any Boston Healthcare System campus, as needed.

Specialized experience includes: conducting a variety of human resources technical work in support of staffing, recruitment, and appointment activities in a Human Resources environment; analyzing and identifying experiences, training, education and other background information using standards, policies and procedures.

OR, Applicants may substitute education for the experience required for the GS-7 level.
Superior Academic Achievement at the GS-7 level (TRANSCRIPT REQUIRED): (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:

Rank in the upper one-third of your class in the college, university or major subdivision.
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. Or, a grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.

Successful completion of one (1) full year of progressively higher level graduate education with a major in a field appropriate to the work of this position to substitute for the one year of experience, is fully qualifying for the GS-7 (TRANSCRIPT REQUIRED). OR, Applicants may also combine education and experience to qualify at the GS-7 level (TRANSCRIPT REQUIRED).

GS-9 grade level: One year of specialized experience (equivalent to the GS-7 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: preparing/editing recruitment plans; drafting and preparing job announcements; evaluating applications and resumes against qualification standards, verifying eligibility, and ranking applicants; responding to HR related inquiries.

OR, Applicants may substitute education for the experience required for the GS-9 level.
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (TRANSCRIPT REQUIRED) OR, Applicants may also combine education and experience to qualify at the GS-9 level. (TRANSCRIPT REQUIRED)

GS-11 grade level: One year of specialized experience (equivalent to the GS-9 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: carrying out recruitment and placement functions for a variety of positions; providing technical advice and assistance to the human resources staff and management officials; troubleshooting and resolving difficult and controversial internal and external staffing and placement problems; and performing both internal and external placement duties.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (TRANSCRIPT REQUIRED) OR, Applicants may also combine education and experience to qualify at the GS-11 level. (TRANSCRIPT REQUIRED)
