Occupational Summary
Perform a variety of specialized, complex activities in the Public Safety Division (Campus Police and Emergency Management) related to human resources. Strong emphasis on proactive problem resolution and departmental communications that will support a 24/7 first responder organization.
Facilitates internal and external communications in the department; ensures timely flow of information to and from the Public Safety Division.
Reviews, evaluates, identifies gaps, makes recommendations for department processes that meet University requirements and represent effective and efficient administrative procedures.
Work Performed
Manages University requirements, such as create and manage job descriptions, performance/evaluations, corrective actions, ADA, FMLA, light duty assignments, and Disability Management
Collaborate to maintain (and develop as needed) Division General Orders, policy and procedures concerning personnel management that are compliant with University policy and clear to employees and procedurally just
Manage onboarding and separation plan/processes, coordinating with appropriate DUPD departments in a manner that works to maintain dignity
Oversee selection and promotional processes that are procedurally just, including use of consulting services and assessment centers
Manage departmental access to physical space on campus and departmental software systems (Duke Card access plans for police, security, civilians, and annual audits); maintain departmental email lists; membership and access departmental and state information systems: e.g., CAD/RMS, CJ LEADS, NC AWARE, PowerDMS; Equifax certification, etc.
Monitor personnel management trends in first responder organizations to ensure the Division stays current and enhances its attractiveness to current and potential employees
Oversee and modify the departmental website
Maintain specialized departmental personnel databases - RMS, Benchmark, etc. Ensure data is accurate and complete.
Research projects; and prepare reports and presentations
Coordinate the maintenance, recording, preparation and reporting of data related to a large department's personnel information; coordinate and maintain the entry of data and the generation and distribution of related reports and information.
Maintain liaison with departmental business managers, administrative staff, Command Staff, and others as necessary to obtain and provide information. Verify and support personnel and ensure compliance with established DUPD policies and procedures and departmental management directives.
Anticipate and identify potential human resource and process issues to minimize the financial and operational impact to the Department.
Communicate and educate departmental/Duke personnel policies and/or benefit changes. Investigate, document, and resolve unique payroll and human resource problems and issues.

Education/Training:
Work requires knowledge of basic communications, research and mathematical principles normally acquired through a high school education.
Experience:
Work requires the ability to review, maintain, research, and report on human resource and payroll information/activities generally acquired through five years of related experience.
