HR Specialist (Classification) positions are created to perform classification responsibilities for multiple facilities in a VISN Consolidated Classification Unit. The VISN is a division of the Veterans Health Administration within the Department of Veterans Affairs, which is comprised of medical centers/healthcare systems in (Ohio (Chillicothe, Cincinnati, Columbus, Cleveland, Dayton); Michigan ( Ann Arbor, Battle Creek, Detroit, Saginaw ); and Indiana (Fort Wayne, Indianapolis, Marion).

Responsibilities

The duties of the Human Resources Classification Specialist include, but are not limited to the following:

Classifies complex, rare, or unusual jobs, and prepares necessary documentation, in the Federal Wage Grade (FWS) and General Schedule (GS) classification and job grading systems. The Specialist will provide in depth position classification and position management support to the agency's human resource office.

Provide HR, managers and employees with information and interpretations of the organization's HR (Classification) policies, procedures and guidelines.

Conduct yearly supervisory training programs.

Provide technical advisory classifications for subordinate organizations and/or classifies high grade or politically sensitive jobs, including the most complex work situations and occupations in VISN facilities.

Determine the state of regulatory compliance, classification accuracy, and other classification program requirements for subordinate HR offices.

Independently resolves difficult issues and problems requiring consideration of the total HR management program.

Make changes in program requirements to ensure compliance is maintained.

Review draft regulations, standards, or other guidance ofr impact on the serviced organizations or subordinate HR office organizations.

Review and analyzes new or proposed HR policies, procedures and guidelines and makes recommendations to management on the need for changes to existing policies.

Identify problems and conflicts with current or acceptable policies and procedures.

Provide agency management with interpretation of policy and procedures.

Develop recommendations for changes or new organization policies and procedures.

Analyze and evaluates on a quantitative or qualitative basic, the effectiveness of programs or operations in meeting established goals and objectives.

Perform program oversight for portion of the VISN classification program.

Develop methods of measurement that provide a valid assessment of the success of the classification program, or related initiatives in accomplished and established goals.

Provide complete documentation of information accumulated from the measurement and the procedures established or changed as a result.

Make recommendations to management on the need for changes in existing policies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/11/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS - 12 position you must have served 52 weeks at the GS- 11 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience

  • GS 12 Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) use of knowledge and skill applying a wide range of Human Resource Management concepts, laws, policies, practices, analytical, and diagnostic methods and techniques sufficient to solve a wide range of complex, interrelated HRM problems and issues; 2) applying analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate human resources (HR) interventions to resolve complex interrelated HR problems and issues and techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients; 3) applying consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged and emotional situations; 4) applying written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

Applicants must meet time in grade requirements and Specialized experience to qualify for the GS- 12 position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
No special physical exertion is required. The work is primarily performed while sitting, though some work may require periods of standing. the regular and recurring work of the position involves sitting at a desk, in conference meetings, etc, and occasional visits to activity work sites. Regular use of automobile and public conveyances will be required when visiting the VISN sites.
