This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT) (T32), Position Description Number D2191000 and is part of the AL HRO Staffing ARMY, National Guard.



AREA 1: All permanent Alabama Army National Guard civilian excepted technicians currently employed.
Provides continuing technical advice and assistance to HRO personnel in resolution of difficult staffing problems for complex organizations (e.g., organizations performing work of an abstract and/or judgmental nature, and whose organizational settings are characterized by frequently changing missions and functions, frequent reorganizations, unstable work force, recruitment difficulties, and technically complex staffing determinations). Applies a thorough and comprehensive knowledge of recruitment and placement principles and concepts, a sound working knowledge of other personnel fields, and broad personnel management knowledge to identify, analyze, and resolve problems which require the interpretation and adaption of guides which frequently, are only partially applicable and few precedents exist. Performs pre-reduction-in-force (RIF) planning and executes reduction-in-force or transfer of function actions. Assists with on-site delivery, counseling, and PPP registration as requested. Provides input to serviced commands for short and long range analysis of civilian personnel staffing requirements and resources. Evaluates trends in missions, technology, manpower and fiscal resources and other factors influencing future needs.

Administers in-service placement, including mandatory OPM, DoD, DA, DAF, NGB and command programs. Processes SF-52 actions, sets pay, determines benefits and allowances, coordinates with personnel representatives in the HRO to obtain management information and/or advise on recruitment or placement requirements, and resolves issues or problems as they arise. Coordinates with HRO personnel on development of crediting plans to identify skills, knowledge and abilities for positions; develops and distributes vacancy announcements. Rates and ranks applicants, prepares and issues referrals lists for management action. Coordinates actions with the National Guard Bureau as required. Administers special employment programs (e.g., Upward Mobility, AAP for Handicapped, VRA, and DOD Priority Referral System) to ensure the continuance of a balanced placement program. Administers attrition management or downsizing benefits/entitlements/programs to include VERA and VSIP.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Military skill set is determined by MOS requirements.

Upon selection, individuals must be assigned to a compatible military MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.

GENERAL EXPERIENCE: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.

Experience assisting in the development of Human Resources policies and procedures. Experience advising management on Human Resources principles and practices.

Knowledge Required by the Position:
The employee utilizes the following representative knowledge and skills in typical assignments:
-- A wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory/technical services on substantive organizational functions and work practices.
-- Analytical, diagnostic, and qualitative/quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex, interrelated HR problems and issues.
-- Techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients.
-- A wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations; and interpret/analyze precedent and substantive decisions, and/or legal opinions that various courts and administrative bodies have rendered.
-- Negotiation procedures and conflict resolution techniques sufficient for problem solving, advising management, and interacting (when required) with individuals in delicate/highly contested case matters and determinations.
-- Written and oral communication techniques sufficient to: develop/deliver briefings and correspondence; foster understanding/acceptance of findings; present arguments/ advisory opinions; and to prepare legal and case documents.


Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Incumbents operate real-time computer systems serving multiple terminals and radio-based stations. The work requires the exercise of discretion, courtesy, tact, firmness, sound intelligent decision making skills, and knowledge of public safety procedures. General supervision is received from an administrative superior. Examples of Work:Examples of work performed in this classification include, but are not limited to, the following: Receives advanced classroom and on-the-job training on the retrieval, analysis, and potential uses for enforcement data available through such local, state, and national automated enforcement information systems such as MJIC, NCIC, NLETS, and other databases. Makes network distribution of traffic based on need. Operates various communication equipment such as a wireless/two-way communication system. Operates computer systems and peripheral equipment. May review incoming and outgoing criminal-related law enforcement traffic, including disaster and crime alerts.
