Summary This National Guard position is for a HR SPEC (MIL) (TITLE 32), Position Description Number D1115000 and is part of the Recruiting and Retention Battalion located in Draper, with the Utah Army National Guard. IAW UTNGR 690-12 dated AUG 2022 and LIUNA-UTARNG CBA dated 11 OCT 2022, Priority will be given to all current, onboard employees of the UTARNG.

The selecting supervisor for this vacancy is CW5 David Parke . Responsibilities Major Duties: This is not an all-inclusive list As a HR SPEC (MIL) (TITLE 32), GS-0201-9, you will: Participates in developing procedures and the administrative operations of the recruiting and retention program.

This includes but is not limited to: advertising; determining budget requirements; developing the awards and decorations program for recruiters and for those submitting referrals; reviewing portions of the recruiting program to analyze and determine effectiveness of individual recruiters or need for procedural changes within the program; maintaining files and records including military human resources (HR) files for AGR personnel; and preparing a variety of reports. Assists the RRM in developing, planning, and coordinating training for recruiters, contacting schools, determining availability, recruiting spaces, and preparing orders. Participates in the development of written guidelines pertaining to the recruiting and retention program such as local regulations, supplements to Department of Army (DA) or National Guard Bureau (NGB) regulations, circulars, and standard operating procedures (SOPs). Ensures dissemination of regulatory materials to recruiters in the field.

Maintains copies and updates all applicable recruiting and retention guidelines. Submits proposed budget request to the RRM for review and approval. Budget requests include but are not limited to the following: general supplies, services (advertising, lease/rental of vehicles.), man-day usage (determines need for Active Duty Special Work requirements), travel requirements, etc.

Audits Federal telephone usage for appropriate use and advises RRM of suspected abuse. Coordinates personnel support activities with the Human Resources Office concerning the transfer or movement of Active Guard Reserve (AGR) members within the recruiter force, and resolves any pay problems AGR members may be experiencing (i.e. special pay, promotions, rations, quarters, etc.). Ensures coordination and distribution of all recruiter orders. Works with units to determine effectiveness of the recruiting and retention program and identifies trends and suggests corrective measures.

Conducts informal studies and pinpoints program deficiencies. Recommends possible solutions to the recruitment manager. As required, the incumbent is assigned to portions of recruiting campaigns and fairs to assist in planning displays, open houses, etc.

Monitors advertising activity, reviews write-ups, coordinates information activity with the state information office, and works with the AGR military advertising specialist assigned to the recruiting force. Performs other duties as assigned. Requirements Conditions of Employment MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.

Medical screening will be completed upon selection for hire. Soldiers who accept a technician position may be terminated from the Bonus and Student Loan Repayment Program (SLRP). National Guard Membership is required. Males born after 31 December 1959 must be registered for Selective Service.

May be required to successfully complete a probationary period. Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.

An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. May occasionally be required to work other than normal duty hours; overtime may be required.

Potential for Incentive Pay. Qualifications Your resume must reflect in detail how the duties and responsibilities under each position you have held with each employer meets the below listed general and specialized experience required for the position. BASIC QUALIFICATION REQUIREMENTS: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Ability to assess body language and perceive emotional and/or distress levels; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE GS 9:

Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. And must have 24 moths of the following experience: Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee.

Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data.

Experienced in operating a computer and using varied computer programs. Education EDUCATION REQUIREMENTS BY RANK: Officers: An undergraduate degree from an accredited college or university is mandatory.

A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. Warrant Officers: Must have a high school diploma or general education development (GED) diploma.
