THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (CLASSIFICATION), Position Description Number T5026000 and is part of the IL HRO AR, National Guard.
As a HR SPEC (CLASSIFICATION), GS-0201-GS, you will:
Ensure timely implementation of classification releases, manpower changes, and initiates action to resolve any controversial problems or conflicts.
Work with managers to determine the need for and classify exception descriptions based upon knowledge of the position and the organization's mission and structure.
Plan, develop, direct, and operate the Position Management and Classification program within the State Human Resource Office.
Serve as the functional expert for the Position Management and Classification Program.
Develop local classification guidance to facilitate understanding of classification principles and processes.
Develop local instructions to include regulations and standard operation procedures.
Review job descriptions, evaluation statements, documentation of position management studies, competitive levels to ensure application of sound classification and position management principles.
Review classification data to identify discrepancies and take corrective action.
Apply a comprehensive knowledge of position management and classification to train and assist directors and managers in accomplishing their position management responsibilities.
Exercise delegated classification authority to develop and evaluate/certify position responsibilities for all positions within both the Army and Air National Guard employees and/or contracted service employees.
Apply classification standards and supplemental guidance to determine title, series, and grade.
Apply a thorough and comprehensive understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions.
Interpret and explain classification criteria, and prepare and/or present advisory opinions on the classification of positions.
Provide advice and assistance with classification appeal procedures, and ensure that appeal packages comply with DoD/OPM requirements.
Resolve difficult issues and problems requiring consideration of the total human resource management program.
Serve as a technical expert on classification matters to advise the HRO and/or Adjutant General on program requirements and practices.
Ensure timely implementation of classification releases/manpower changes, and initiate action to resolve any controversial problems or conflicts.
Conduct continuing reviews of position classification and position management programs. This is NOT an all-inclusive list of duties.

AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)".
The FIRST area of consideration for this position will be all On-Board T5 & T32 Permanent and Excepted Indefinite Federal Employees/Technicians within the ILNG.
The SECOND area of consideration will be all On-Board T32 Excepted Technicians within the ILNG.
The THIRD area of consideration will be current Army M-Day & Air DSG within ILNG membership.
The FOURTH area of consideration will be all current Federal Employees (from any agency).
The FIFTH area of consideration will be all Federal re-employable eligibles.
The SIXTH area of consideration will be Applicants willing to become T32 DS Technicians and gain ILNG membership.
The SEVENTH area of consideration will be U.S. Citizens. Tenure 1, 2 and 3 federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50.

SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes interpreting and applying position classification standards to positions in order to determine appropriate pay plan, occupational series, title, and grade level; preparing evaluation reports to justify proper title, series and grade level for position descriptions; researching error messages to correct and resolve inaccurate position data input into a human resource database; and advising management on position classification processes and use of various classification references and automated tools; utilizing advanced knowledge of a variety of human resources management functions. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service.
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts;

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.
If you are using Education to qualify for this position,you must have successfully completed a Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled; or you must have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position being filled; or you must have successfully completed an LL.M. degree that is related to the position being filled, or you must have a combination of experience and graduate education as described above that equates to 100% of the qualification requirement.
