JOB SUMMARY:

Reporting to the Director of Human Resources, the HR Performance and Engagement Manager will play a crucial role in overseeing team member relations, labor relations, payroll, benefits, engagement, HRIS, LOA and performance management. The role will involve managing a team of HR Business Partners and collaborating with various departments to ensure effective HR practices and a positive work environment.

ESSENTIAL JOB FUNCTIONS:

  • Manager a team of 2-3 HR Business Partners.

  • Develop and implement strategies to foster positive team member relations and maintain a harmonious work environment.

  • Oversees Step One and Grievances processes and assures that all policies and procedures (Federal/ State Labor Laws, Union Contract requirements and other Regulations) are implemented and enforced.

  • Conduct investigations and provide guidance on sensitive employee matters.

  • Oversee payroll processes, ensuring accurate and timely payroll processing.

  • Collaborate with finance and payroll teams to resolve payroll discrepancies and provide necessary reports.

  • Manage employee benefits programs, including enrollment, communication, and vendor relationships.

  • Develop and execute employee engagement initiatives, including surveys, feedback mechanisms, and recognition programs.

  • Analyze engagement data, identify trends, and recommend strategies to improve employee satisfaction and retention.

  • Ensures timely response to Outside Agency inquiries such as NLRB field offices, NERC and other various federal and state labor relations entities.

  • Collaborate with managers to address employee concerns and develop action plans to enhance engagement.

  • Oversee the HRIS platform, ensuring data integrity and system functionality.

  • Collaborate with IT and HRIS vendors to implement system enhancements and resolve technical issues.

  • Train HR team members on HRIS usage and ensure accurate data entry and reporting.

  • Stay updated on federal, state, and local employment laws and regulations.

  • Ensure HR practices and policies comply with legal requirements and company standards.

  • Collaborate with legal counsel on employee-related legal matters.

  • Supervise and mentor a team of HR Business Partners, providing guidance and support.

  • Conduct performance evaluations, set goals, and identify training and development needs.

  • Foster a positive and collaborative work environment within the HR team.

EDUCATION and/or EXPERIENCE:

  • College Degree in related field or equivalent experience required.

  • Strong background in Supervision preferably in a union environment.

  • Excellent oral and written communication skills.

  • Basic knowledge of Labor Law with a general knowledge of Human Resources Management.

  • Knowledge of National Labor Relations Act and Equal Employment Opportunity/Affirmative Action.

  • Strong organizational, prioritization, and analytical skills.

  • Ability to handle a wide range of complex and emotional issues.

  • Proven ability to effectuate cultural change and achieve performance objectives.

  • Successful candidate should have experience working in a Union environment, including collective bargaining and grievance handling.

  • Strong leadership, interpersonal, problem-solving and decision-making skills.

  • Ability to cultivate strong relationships and ability to influence.

  • Fluent in Microsoft Office, Harrah's 1 and timeworks.

  • Individual is viewed as an outstanding team player.

  • Must have manual dexterity to operate all office equipment.

  • Must be able to recognize and respond to individuals with questions.

  • Must be able to maneuver around office and property.

  • Must be able to work independently.

  • Must be able to lift and carry 10 pounds.

  • Must be able to bend, crouch, kneel, twist and work at a desk/counter when performing functions of the job.
