POSITION SUMMARY : This position is responsible for recruiting, interviewing and recommending to management qualified applicants for Clinical Professional and Non-Clinical job classifications to ensure adequate staffing with competent personnel throughout hospital departments.
In addition, the incumbent must be knowledgeable of employee benefit plans and HR policies, procedures and practices to appropriately respond to questions and concerns from employees and applicants.
He/she will also support other HR functions as delegated by the Director, Human Resources.
MAJOR RESPONSIBILITIES : Completes appropriate recruitment, interviewing, screening and hiring processes to ensure assigned vacancies are filled with qualified candidates in the most cost-effective and expedient manner, partnering with hiring managers to meet budgetary goals.
Develops recommendations for recruitment strategies and/or advertising sources to provide qualified candidates for assigned openings, determining the best avenue to reach qualified applicant (advertising, direct contact, employee referrals, employment agencies and job fairs). Coordinates recruitment activities, such as open houses, campus visits, professional convention functions, etc.
for any position opening within the hospital as needed.
Using appropriate interviewing techniques and excellent interpersonal skills, and in accordance with applicable law, interviews and screens external applicants.
Also assists employees requesting transfers and other services, to ensure that internal applicants are aware of appropriate opportunities within the hospital.
Provide expertise to management on the interviewing, selection and placement of candidates for employment.
Completes assigned reports in an accurate and thorough manner within appropriate time constraints.
Administers internal Exit Interviews partnering with manager to ensure timely collection of data and accurate and timely reporting of results to the Director, Human Resources.
Serves as a member of the hospital Recruitment and Retention Committee and actively participates in projects designed to reduce turnover and enhance engagement within the hospital.
Provides analytical, research and program development and implementation support to the Director, Human Resources, collecting appropriate data and providing interpretive results and recommendations as necessary on activities and projects related to the human resource function.
Works as the HR System Administrator for the various systems.
Maintains current knowledge of Equal Employment Opportunity (EEO) and affirmative action guidelines and laws, such as the Americans with Disabilities Act (ADA). Establishes and maintains a sound relationship with department managers, demonstrating proactive attributes by maintaining contact with hiring managers who have open vacancies, providing recommendations concerning applicants and offering assistance with employment related issues.
Conducts reference and background checks on applicants.
Hires applicants and authorizes paperwork assigning them to positions.
Evaluates recruitment and selection criteria to ensure conformance to professional, statistical, and testing standards, recommending revision as needed.
Prepares assigned reports with accuracy and timeliness.
Ensure that all hospital employees in positions requiring licensure have the appropriate valid license, with documented evidence on file.
Partners with all levels of personnel to assimilate, process, and compile report data as needed.
Maintains a current and accurate knowledge and understanding of Human Resources policies, procedure and practices, as well as any variations at the hospital.
Maintains working knowledge and understanding of employee benefit plans.
Ensures that employee questions in these areas are answered accurately and/or the employee is referred to the appropriate party for prompt resolution.
Coordinates new employee orientation and ensures all new hires and transfers complete the orientation process.
Creates, maintains and tracks HR data bases.
Accepts additional assignments as requested by the Director, Human Resources.
Actively supports projects and events of the Human Resource Department at the hospital as appropriate.
Participates in developing department goals, objectives, systems and processes POSITION QUALIFICATIONS : A.
Requires a Bachelor's Degree in Business Administration, Human Resources or related field along with a minimum of 2 years human resource/recruiting experience.
Healthcare experience preferred B.
Licenses, Registrations, or Certifications: PHR or SPHR preferred CHCR preferred
