POSITION: Full-Time HR Generalist: Staff Associate; Human Resources; Haverhill Campus; 37.5 hours per week, Non-Unit Professional Position

SUMMARY: The HR Generalist plays a key role in ensuring that Human Resources better serves employees and managers with more efficiency by helping it adapt technology to HR processes. The HR Generalist will support the daily operations including extremely sensitive situations and information which will require a high degree of confidentiality. The HR Generalist will report to the Vice President of Human Resources or designee.

RESPONSIBILITIES:

  • Conducts appropriate training for employees, including but not limited to Request to Employ (RTE) contracts, postings, and Personnel Action Requests (PAR).

  • Disseminate information to employees regarding the College's policies and procedures.

  • Maintain human resource information data and compiling reports for multiple constituencies using various software programs and applications, including Commonwealth's data warehouse, internal access databases, Banner and Human Resources Compensation Management System (HR/CMS).

  • Oversee and manage the Personnel Action Request (PAR) process.

  • Assist with the processing, follow-up, and tracking of FMLA/PFML requests/claims as well as ADA requests.

  • Coordinate PFML Top Off, FML tracking.

  • Using various HR and State systems, research Retirement Buy Back requests (last 7 years).

  • Calculation of employee creditable years of service for Retirement Board.

  • Manage and organize files in HR Shared Drive.

  • POC for coordination of termination for cause office clean out.

  • Resignation Management

  • Telework application management

  • Employment Verification

  • Tuition Remission Forms management

  • Evaluation management - NUP, AFSCME, MCCC

  • New Hire paperwork

  • Position Management

  • Oversees and implements personnel changes in payroll & internal Information Systems.

  • Administer the tenure process for faculty and staff in conjunction with Academic Affairs.

  • Administer the academic rank process in conjunction with Academic Affairs.

  • Guide internal communications process and effectively deliver strategies to resolve escalated HR operational issues/concerns between departments.

  • Compose and review departmental correspondence as necessary.

  • Serves as a backup to Recruiting & Benefits Coordinator as needed.

  • Serves as a backup to our Payroll Assistant for processing contracts (i.e. RTE, DCE) and Personnel Action Requests (PAR) as needed.

  • Serve as a Grievance Hearing Officer as necessary.

  • Union Grievance/Arbitration/Mediation tracking, scheduling, reporting.

  • Coordinate grievance, mediation, arbitration requests

  • Maintain/Tack employee disciplinary records as appropriate.

  • Assist with calculation and processing of Labor Contract related mass retro payment calculations.

  • Ability to process Worker's Compensation claims and provide any necessary follow-up.

  • Serve on college committees as assigned.

  • Actively foster and maintain a climate that is supportive of students, faculty, and staff.

  • In collaboration with the leadership, this position contributes to the strategic direction consistent with the College's mission, vision, and priorities.

  • Develop and maintain positive relationships with college stakeholders. Provide leadership in developing consistent employee relation standards and solutions for all employees.

  • Be supportive of organizational awareness, assist with project management and model professional ethics and behaviors for all staff.

  • Provide analysis, design and implementation of new or improved processes within Human Resources having a college level scope.

Requirements:

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Human Resources, legal studies, public administration, business administration or a related field, with a minimum of three (3) years of experience in Human Resources administration and/or operations, or the equivalent combination of education and experience.

  • Ability to think, reason, and make sound judgments about how responsibilities are completed in compliance with college standards and guidelines.

  • Highly motivated, data driven, and a team player with the ability to work independently with minimum instruction and the ability to balance many projects at any given time.

  • Must possess excellent oral and written communication skills.

  • Must be a self-starter, highly organized and detail oriented.

  • Experience working with and supporting a culturally diverse population.

PREFERRED QUALIFICATIONS:

  • Master's degree preferred.

  • HR/CMS experience.

  • Prior Massachusetts Community College or higher education experience.

  • Bilingual (Spanish/English)

Additional Information:

SALARY: Anticipated starting salary range is $60,000.00 - $70,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
