Job Description

GENERAL DESCRIPTION:

The Texas Division of Emergency Management (TDEM) is an emergency response entity, and this status can affect working hours, travel, and change in duties as needed.

The Human Resources (HR) Generalist, Initiatives performs advanced support in areas of agency growth development and strategic human capital management including reviews of organizational structure, and supervisory organizations, developing and updating job descriptions, evaluating A&M System pay plans and classifications to align agency positions, minimum qualifications and job titles. Assists with HR requests for personnel actions related to position progression, staffing, and succession and retention. Responsibilities include providing reviews of TDEM's divisional structures and programs by conducting position evaluations ensuring that TDEM's positions are aligned in accordance with TDEM the A&M System Classification Plan. Performs Human Resources generalist work. May provide support to other HR Division Units with deliverables, initiatives and special projects. Works with limited supervision with latitude for use of independent judgment. This position reports to the Unit Chief, Analytics & HR Initiatives and work is performed at the TDEM Headquarters located in Austin, Texas.

This position is not a telecommuting position.

Salary is fixed at $5,452.13 monthly ($65,425.56 annually) and is non-negotiable.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for analysis and implementation to address areas of growth development and human capital management at the direction of the Human Resources Division.

  • Reviews personnel action requests and justification for accuracy, routes requests in DocuSign, and processes job changes/compensation changes in Workday.

  • Analyzes and develops HR recommendations in response to requests for changes to supervisory organizations.

  • May evaluate minimum qualifications and classifications of agency positions.

  • Consults and assists in managing approved changes to the agency organizational chart.

  • Enters and retrieves position and employee data in HR systems and applications (i.e., Workday, DocuSign).

  • Prepares and maintains job descriptions for each position in the agency in accordance with federal and/or local guidelines; ensures descriptions accurately reflect the work being performed by incumbents.

  • Assesses jobs and their respective duties to determine classification as exempt or nonexempt.

  • Interviews and surveys employees and managers to document current job functions, including duties, responsibilities, and skills required for each job.

  • Reviews and updates position restrictions to ensure accuracy on a quarterly basis or as needed.

  • Develops and provides guidance on creating or maintaining career paths, progressions, and succession and retention based on agency needs.

  • Provides consultation to HR staff and leadership on appropriate classifications and pay ranges.

  • Ensures efficient and compliant administration in the utilization of A&M job profiles.

  • Researches market-based compensation surveys; uses spreadsheet and data analysis techniques to assess results and market trends.

  • May coordinate with other agency or A&M System stakeholders on assignments.

  • Performs office work and technical work that is directly related to the HR management of the agency.

  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals.

  • May assist Unit with running data analytics and program development.

  • Assists with the interpretation and application of policy and protocols.

  • Analyzes, develops and proposes solutions to issues by following procedures or applying policy.

  • Assists in planning, developing, revising, and implementing human resources policies, procedures, and forms.

  • Face-to-face and person-to-person interactions are required.

  • Maintain a regular course of attendance during assigned work schedule and work extended hours when needed.

  • Ability to travel up to 10%.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education

  • Bachelor's Degree. Equivalent combination of relevant education and experience may be substituted as appropriate with thirty (30) semester hours equivalent to one year.

Experience

  • One (1) year of HR related experience. Preference will be given for two (2) or more years of related HR work experience within a state agency.

Preference for bachelor's degree, experience working in Workday and current certification under Human Resources Certification Institute (HRCI) and/or Society for Human Resources Management (SHRM).

  • Additional work experience or the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree in a relevant field may also be substituted in lieu of work experience.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of, and skill in applying compensation and classification rules, procedures, applying methods sufficient to assist with a variety of unique and routine personnel actions, such as, promotions, transfers, changes in assignments and progression, etc.

  • Knowledge of job analysis methodologies.

  • Knowledge of HR policies and regulations, laws, regulations, and best practices that impact benefits, employment activities, compensation/classification and talent management strategies.

  • Knowledge of Fair Labor Standards Act (FLSA).

  • Skill in using a computer.

  • Proficiency in Word and Excel maintaining data reports.

  • Skill in multi-tasking, prioritizing and organization.

  • Ability to communicate effectively, both verbally and in writing.

  • Ability to critically review, assess and analyze policies and practices to develop and deliver sound recommendations.

  • Must demonstrate an ability to responsibly manage sensitive and confidential information, and confidential information, and situation, and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.

  • Ability to create PowerPoint presentations and informative web content focused on HR topics.

  • Ability to multitask and handle competing timelines.

  • Ability to execute critical thinking when analyzing situations.

  • Ability to maintain confidential and sensitive information.

  • Ability to maintain regular schedule of attendance.

  • Ability to communicate with tact and diplomacy.

REGISTRATION, CERTIFICATION OR LICENSURE:

Complete and obtain certification in IS-100, IS-200, IS-700, IS-800 FEMA courses within twelve (12) months of employment and any other training as determined.
