Job Title: HR Division Office Manager
Salary Schedule: Classified Salary Schedule
Reports To: Chief Human Resources Officer
Salary Grade: Grade 108
Work Location: Human Resources Division - Lincoln Center
FLSA Status: Non-Exempt
Work Schedule: 12 Month
Position Summary
The Human Resources Division Office Manager provides assistance to the Chief Human Resources Officer and the HR Executive Directors. Such assistance includes HR Division budget management along with ensuring compliance with all applicable HR laws, regulations and policies as set forth by CHCCS Board of Education, North Carolina Department of Education, and any other state and federal agencies relating to Human Resources services. In addition, this position requires cross-training of all HR functions including, but not limited to: Staffing, HR Operations, Licensure and Recruitment, and Professional Learning and Development.
Essential Duties
Assumes responsibility for managing the HR Division's budget as the Division's Fiscal Analyst, under the supervision of the Chief of Human Resources and HR Executive Directors
Serves as the HR Division Receptionist by welcoming visitors, managing the division email account, answering the main HR phone line and directing all calls/correspondence to the correct HR department
Assists in resolving HR concerns presented by promoting cooperative efforts between all elements of the District and the Division
Manages the division's contracts and corresponding MOUs for continued state, federal, and financial compliance
Actively participates in cross-training in all aspects of the HR Division roles and responsibilities in order to be able to fill-in and assist, as needed
Designs and facilitates Office Support training for the district, as needed
Serves as a standing member of the Recruitment and Engagement Team and serving as the logistical manager for all recruitment events, including follow-up with candidates and recruiter travel
Assists with the District Culture Calendar
Facilitates the setup and scheduling for events, alongside the Professional Learning and Development Department
Assists with the Professional Learning and Development Department's PLMS Database
Completes Employee Verification tasks whether manual or through a third-party vendor
Serves as an HR administrative assistant providing and managing pertinent information to the CHRO and Executive Directors on matters related to HR functions
Meets with CHRO consistently to ensure effective and efficient functions within the HR Division
Analyzes, evaluates and processes budget requests upon approval from CHRO
Reviews and revises purchases, as needed, to ensure adherence to rules, regulations, law, and good business sense
Maintains the highest degree of proficiency in the execution of all job-related communications, tasks and responsibilities
Performs other duties as assigned by the CHRO
Education/Experience Requirements
Associate's Degree in Human Resources, Business Administration, Accounting, or related field. Bachelor's degree, preferred
Successful prior work experience or internship in Human Resources and/or accounting/bookkeeping
Excellent people skills and the ability to create functional, working relationships with district staff, vendors, and community partners
Must have the ability to work and interact with individuals at all levels within the school district
Ability to maintain confidentiality
Ability to organize, prioritize and manage multiple priorities
Possesses excellent communication skills: oral (including presentations), written, interpersonal (active listening), negotiating, and influencing
Ability to be at work consistently, to be on time, to follow instructions, to respond to management direction and to solicit feedback to improve performance
Skilled in handling complaints and dispersing important information professionally
Demonstrates superior experience with Microsoft Office (Word, Excel, PowerPoint, Outlook), Google Suite, databases, and student information systems, and email communication systems.
Follows through on duties and projects assigned
Physical Requirements
Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards
Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state and local standards
Must be able to lift and carry up to 50lbs
Must be able to type and manage emails/memos; talk, listen and speak clearly on telephone
