The HR Compliance Specialist is responsible for delivering administrative and support services for ongoing compliance with employment policies, including applicable requirements for federal contractors and other federal, state, and local employment laws. Under direction of the Employee Relations and HR Compliance Manager, this role will support implementation and maintenance of NPR's Affirmative Action Program and will provide direct support to the People Team in various HR operations, focusing on compliance reporting and workforce data for federal agency filings. This role will also support the People Team in meeting filing deadlines for audits and compliance reviews required by the OFCCP and other government agencies.

This role is responsible for the following: (1) coordinating internal data analysis by the People Team of EEO data and reports, (2) synthesizing statistical and other required information and reporting for federal, state, and local agencies, and (3) supporting all assessments, People Team activities and production of information relating to internal staff diversity metrics; (4) working with internal Labor Relations and Legal Teams to identify areas of process and operational changes resulting from new and changing legislation and regulations; (5) updating Employee Relations matter reports on discipline, internal complaints and investigations.

RESPONSIBILITIES

  • Formulates proposals and executes project plans that support HR compliance under the direction of Employee Relations and Compliance Manager, and in partnership with NPR's employment counsel and NPR's external HR compliance consultant, including developing and proposing corrective actions as applicable and establishing protocols for OFCCP and other government agency audit preparation and compliance reviews

  • Works in partnership with Employee Relations and Compliance Manager, NPR's employment counsel, and NPR's external HR compliance consultant to ensure NPR's compliance with applicable government reporting requirements, including preparing and auditing data for required reporting for federal, state, and local agencies

  • Works across divisions and departments to elevate awareness of employment compliance requirements

  • Administers NPR's equal employment opportunity and affirmative action programs

  • Prepares documentation, interpretation and communication plans for NPR leadership and People Team in the implementation of the AAP plans

  • Designs AAP progress reports and communication strategy for the People Team and NPR business leaders

  • Prepares internal diversity tracking reporting and responds to internal requests for EEO data and reports

  • Supports OFCCP data reporting, including the extracting of large and complex datasets through programming and query tools; interprets the results using statistical analyses; and develops reports and executive-level presentations

  • Monitors federal and state legislation and regulations as they relate to employment and human resources

  • Supports the Employee Relations and HR Compliance Manager in processing documents, reports and other deliverables supporting confidential internal investigations and ADA reasonable accommodations requests.

  • Provides information to employees, as needed, on EAP and other services and programs available to them

MINIMUM QUALIFICATIONS

  • Knowledge of and practical experience with interpreting and applying employment compliance laws and regulations

  • Ability to successfully develop and implement programs or processes that are compliant with regulatory requirements

  • Ability to analyze data, form conclusions, and propose recommendations

  • Ability to develop and produce routine and ad hoc reports and dashboards and synthesize information into presentations

  • Strong analytical, problem solving, and investigative skills

  • Ability to develop and maintain positive relationships with employees and leadership across NPR and develop and maintain employee relations subject matter expertise to support NPR's mission, culture, and values

  • Ability to remain tactful, calm, and persuasive in controversial and/or confrontational situations

  • Ability to coach, mentor, advise, and partner with various stakeholders across the organization regarding employee relations issues

  • Ability to acquire a thorough understanding of the organization's hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors

  • A high degree of professionalism and confidentiality as well as discretion in working with highly-sensitive information

  • Commitment to fostering a culture of diversity, equity, and inclusion

  • Advanced proficiency in Excel

PREFERRED QUALIFICATIONS

  • 3+ years of relevant work experience in analytics or regulatory compliance, preferably in HR

  • In-house team experience in human resources and labor/employment

  • Direct experience conducting OFCCP audits, AAP development and implementation, and federal contractor required reporting (including federal, state, and local)

  • Experience working with HRIS systems such as UKG/ UKG Pro

EDUCATION REQUIREMENT

Bachelor's Degree or equivalent experience

WORK LOCATION

  • Hybrid Permitted: This is a hybrid permitted role. Some aspects of this role include duties that are better performed at an NPR facility. The employee will be required to be onsite at the Washington, DC office up to 2-3 days per week.

JOB TYPE

  • This is a full time, exempt position.

COMPENSATION

Salary Range: The U.S. based anticipated salary range for this opportunity is $77,868 - $96,920 plus benefits. The range displayed reflects the minimum and maximum salaries NPR expects to provide for new hires for the position across all US locations.

Benefits: NPR offers access to comprehensive benefits for employees and dependents. Regular, full-time employees scheduled to work 30 hours or more per week are eligible to enroll in NPR's benefits options.
