The Human Resources Compliance and Reporting Analyst is responsible for ensuring compliance in all areas of human resources and maintaining all compliance tasks in accordance with federal, state and company requirements. Responsible for providing analysis and reporting of various human resource programs and initiatives.

Essential Duties:

  • Maintains a thorough understanding of employment regulations, industry trends, current practices, new developments, applicable laws, and employment legislation pertaining to all personnel matters, and various federal requirements.

  • Writes, maintains and supports a variety of reports or queries using appropriate reporting tools. Assists in development of standard reports for ongoing customer needs. Helps maintain data integrity in systems by running queries and analyzing data. Prepares data and reports for HR reports across the organization. Creates specifications for reports based on business needs.

  • Analyzes requests for human resources related information & procedures, and provides timely communication and correct information.

  • Gathers and manages information to produce special reports; updates policies; completes compliance reports and tasks to include EEO, VETS, AAP, ADA accommodations, Qualification Mapping, VOEs, etc. Collaborates with Payroll.

  • Works on cross-functional teams to understand reporting and metrics needs, providing consultation as necessary.

  • Maintains HRIS data. Maintains HRIS account access for end users, providing training and documentation as needed. Coordinates and/or implements HRIS upgrades, patches and conversions. Partners with IT in the deployment of new processes and system functionality. Researches and resolves HRIS problems, unexpected results or process flaws. Coordinates and communicates HR system updates, configurations, and scheduled downtime. Trains end users on new processes and functionality.

  • Federal state, and local employment law knowledge.

  • Ability to organize tasks to ensure that all deadlines are met.

  • Ability to work independently, multitask while maintaining high degree of attention to detail and accuracy.

  • Solid ethical standards regarding the handling of confidential information.

  • Exceptional analytical skills with ability to interpret data, detect trends, draw conclusions, and formulate recommendations.

  • Proficient computer skills and proven ability to use Microsoft Office at an advanced level, including Microsoft Word, Excel and PowerPoint, Visio

  • Excellent interpersonal, collaboration, and communication skills.

  • Troubleshooting and problem-solving skills and background.

Education and Experience

  • BA/BS in Human Resources, or related field, preferred.

  • 3-5 years of HR Analyst experience with experience in HRIS system conversions and Payroll interfacing.

Qualifications Minimum Qualifications: Required Education * Associates Degree, Business or a related field Required Experience * Two (2) years of full-time human resources experience Training and Education may be substituted for the required education or experience * Associate's degree in an un-related field will be accepted with an additional one (1) year of full-time human resources experience * Bachelor's degree in Business or a related field will substitute for one (1) year of the required experience. * Five (5) years of full-time human resources work experience will satisfy both the degree and experience requirements. Proficient: * Organizational & time management skills * HR best practices and laws/regulations relevant to the HR profession Preferred Qualifications * Bachelor's Degree, Business or related field Preferred Experience * Experience with Banner, PeopleSoft, and/or SAP * Higher Education experience * Louisiana state service (i.e., employment in a state agency in Louisiana) Job Concepts The HR Analyst for Operations position primarily ensures the proper processing and handling of employees' life cycle transactions and assists the consultants in talent acquisition, talent development, compensation, and others as needed by providing administrative support. 40% Employment Processing/Data Entry * Enters, updates, and maintains employee lifecycle data in Banner, including but not limited to, new hires, changes/updates, and terminations. * Ensures accurate and timely data entry into Banner, adhering to daily/weekly deadlines in coordination with Payroll. * Collaborates with Payroll to ensure consistency, compliance, and accuracy of information including but not limited to new hires, wage adjustments, promotions, transfers, terminations, etc. * Processes contracts for full-time and adjunct employees, which includes ensuring the document has the required signatures, contact amounts are valid, position numbers are correct, and entering data into Banner timely and accurately. Contacts necessary department to resolve any missing or unclear information. * Performs routine quality control audits. Seeks opportunities to proactively ensure high quality data integrity. * Performs close-out activities after job posting, interview, and selection of candidate and updates records as appropriate. * Provides guidance to departments on actions/processes necessary to process employee changes timely and accurately. * Monitors and updates the system to track expiration dates for licenses/certifications, Civil Service job description updates, permanent status, interim appointments, etc. Reminds supervisors/managers of when actions are required and/or when forms/documents are due. * Reviews and recommends updates to business processes for employee data changes. * Generates a variety of reports/queries utilizing appropriate reporting tools. Proactively develops standard and ad-hoc reports for HR as well as other departments. 30% Customer Service * Performs customer service functions by answering employee requests and questions. Directs employees and supervisors/managers to the appropriate source of information and facilitate access. * Receives and handles request for verifications of employment, employment references, and other related inquiries in compliance with departmental standards and policies. * Receives, routes, resolves, and/or properly closes all HR inquiries in an accurate and timely manner. * Provides assistance to agency personnel on routine questions related to federal and state laws as well as Civil Service, LCTCS, and BRCC rules, policies, and procedures. 15% Generalist Duties * Maintains the employee directory. * Provides assistance with Talent Acquisition and/or Talent Development activities as directed. * Assists in the review, testing, and implementation of Banner system upgrades or patches. * Assists in the maintenance of Banner system tables, job codes, etc. * Ensures employment-related documents are provided to the file room for timely filing. * Provides assistance in support of special projects and assignments as requested. 10% Compliance * Assists with mandatory postings and with issuing required notices and other materials to employees, which primarily entails updating the HR website with the pertinent information. * Gathers information and helps with preparation for compliance audits. * Maintains compliance at all times with federal, state, LCTCS, and BRCC laws, regulations, and policies. * Maintains and expands knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resource management. 5% Other duties as assigned State Of Louisiana Baton Rouge LA
