The HR Compliance Administration Analyst is responsible for the day-to-day execution of compliance related to the employee lifecycle; including but not limited to work authorization (I-9/e-verify), employment authorization re-verification, determination of pre-employment background adjudication (level I only) & ongoing screening assistance, employee document retention, and special compliance projects as assigned. This role will have close partnership to the Compliance Governance and Talent Acquisition teams to ensure employment related compliance and experience.

Essential Responsibilities:

  • Main point of contact for ambassadors regarding I-9/e-verify.

  • Responsible for managing the employment eligibility verification process following state and federal guidelines.

  • Review all submitted I-9 forms and documentation, follow-up with appropriate parties/ambassadors to ensure compliance standards are met.

  • Responsible for the management and maintenance of e-verify record keeping.

  • Conduct ongoing internal audit efforts to ensure that I-9's are kept up to date with expiring documentation and purged according to federal regulations.

  • Responsible for the project preparation for external audit of compliance records for employment authorization purposes.

  • Regularly research the compliance/employment law landscape affecting recruiting/staffing for work authorization. Interpret complex legal materials, summarize requirements, and make sound recommendations to ensure that all components of relevant programs remain in compliance.

  • Main point of contact for on-going administration of OnBase.

  • Effectively manage and complete HR initiated tickets in regards to compliance requests for OnBase & Tracker I-9.

  • Serve as SME for various compliance functions, such as employee document retention & work authorization.

  • Assist Compliance Administration in the maintenance of compliant DOT records and review results of ongoing/re-screening for employees such as; continuous license monitoring.

  • Serve as a back-up adjudicator for all pre-employment background investigations for Compliance Administration.

Experience

  • Minimum three (3) years of HR policy, procedure and/or compliance or audit work.

Education

  • Bachelor's Degree in Human Resources, Business or related discipline or equivalent experience.

Additional Requirements:

  • Demonstrated experience and/or understanding of full employee lifecycle (recruiting termination)

  • Strong project management, analytical, and complex problem-solving skills

  • Excellent interpersonal skills; able to build strong business relationships with internal customers, external agencies, and vendors

This role will have close partnership to the Compliance Governance and Talent Acquisition teams to ensure employment related compliance and experience. Essential Responsibilities: * Main point of contact for pre-employment background investigations within Human Resources * Adjudicating pre-employment/employment background checks; consistently serve as Level One and Level Two adjudicator. * Prior knowledge of work authorization requirements and overall, I-9/e-verify process to provide backup on I-9/e-verify processing * Serve as lead on employment re-verification activities. * Partner and day-to-day oversight of outsourced background screening vendor; manage relationship to continuously modify and enhance program elements to ensure compliance with relevant legislative and regulatory changes; cultivate & maintain strong partnerships with vendor staff to oversee routine daily service delivery &/or to escalate potential issues. * Serves as Level Two adjudication responsibility for all pre-employment/employment background investigations. * Have a working knowledge of EEO and AAP items. Per EEOC Green guidelines, conduct in-depth individual assessments on approximately 50% of all pre-employment candidate reports containing questionable items, to develop a customized hiring decision for each; compose & distribute mandatory notifications as needed. * Use knowledge of drug testing procedures/terminology to review results & assess hiring eligibility. Apply keen awareness of HIPAA, ADAAA, FMLA regulations to ensure appropriate handling of confidential medical information. * Utilize experience with developing & interpreting job descriptions to assess relevance of convictions to essential functions. * Adjudicate all background screening results in accordance with federal/local laws, regulatory requirements, to determine eligibility for hire for pre-employment candidates. * Apply highly developed understanding of law enforcement & criminal justice terminology to interpret criminal conviction & sentencing records and make sound decisions. * Keep abreast of regulatory landscape affecting recruitment/staffing, background screening, onboarding and work authorization. Interpret complex legal materials, summarize requirements, and make sound recommendations to ensure that all components of relevant programs remain in compliance. * Project manage employee screening programs, including, maintenance and execution on DOT, license monitoring and NSA compliance strategies. * Ensure consistent execution of compliance programs, including administration/handling of background screening functions across all areas and identify areas of risk and solutions for improvement. * Partner with TA team to confirm that ATS/Onboarding & related systems, forms, processes are modified accordingly. * Partner with Compliance Governance role to carry out regular audits of pre-boarding/on-boarding, work authorization, I-9's and new hire employment data.
