The role:

We are recruiting for a Human Resources (HR) Criminal Background Check (CBC) / Commercial Driver's License (CDL) consultant to join our team in Salem! In this role, you will maintain the flow of pre-employment checks and CDL drug and alcohol testing to maintain employee and public safety. You will resolve any issues in either of these areas for our agency and the Oregon Department of Aviation and also assist with Real ID required fingerprint checks. Apply today!

This is a limited duration appointment that is expected to end on or before June 30, 2025. Limited duration appointments are benefits eligible and have a designated maximum length of service. The limited duration appointment has the potential to become permanent.

We may also fill this position as a rotational assignment open to current ODOT employees. Rotation candidates are not required to meet the position's minimum qualifications. Rotational assignments do not have the potential to become permanent without a separate competitive recruitment process.

A day in the life:

  • Receive CBC, education verification and pre-employment drug testing information from third party vendors.

  • Review information from third party vendors and ensure all checks are complete and in compliance.

  • Track information for all CDL holders and their results.

  • Notify hiring manager and administrative staff if a candidate is eligible for hire.

  • Provide CBC information to review committee.

  • Contact previous CDL employer if questionnaire is flagged and obtain pertinent drug, alcohol and accident details.

  • Coordinate resolution of issues with any CDL Drug and Alcohol Program testing participants.

  • Research and complete CDL release forms.

  • Act as primary point of contact to receive all CBC questions/requests and back-up designated employer representative and point of contact to receive CDL Drug and Alcohol notifications.

  • Order the appropriate background checks through a third party, sending candidates release forms and contacting individuals for their reply.

  • Monitor third party database, notifying the hiring team when candidate has not replied or needs additional information to complete check.

  • Receive and process fingerprint information.

  • Must be able to maintain Criminal Justice Information Services (CJIS) clearance.

  • Work in a typical office environment with hybrid options available - must be able to go to the office at least twice a week to process fingerprint results.

Minimum qualifications:

Three years human resource paraprofessional or technical-level experience;

OR

Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and one-year human resource experience;

OR

A bachelor's degree in human resource management, organizational behavior or development, business or public administration, the applied behavioral sciences, industrial relations or a job-related course of study determined by the appointing authority.

Note:

  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

Special qualifications:

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience in human resources.

  • Experience with either name-based or fingerprint-based criminal background checks.

  • Experience in reviewing and processing invoices.

  • Criminal Justice Information Services (CJIS) experience.

  • Rotational candidates do not have to meet the position's minimum qualifications to be considered. The successful candidate may be eligible for work out of class compensation within this classification's salary range.
