JOB SUMMARY:

The Division of Member Services (DMS) is looking for a highly motivated individual to join our team as a HR Business Partner in our Business Support and Employee Services (BSES) Unit. The position of HR Business Partner is responsible for the timely and accurate processing of employee and position actions within DMS as well as acting as a liaison between the division personnel and HRD. Major duties and responsibilities include but are not limited to:

  • Create, calculate, process and file personnel action forms (PAF) including, but not limited to: promotions, salary changes, separations, retirements, PSE progression changes, position descriptions, reallocations and department changes. Create, reallocate, update and track division's positions

  • Full cycle recruiting for the division. Including guiding managers and supervisors in the recruitment process to include coordinating the hiring timeline; create a requisition in the Talent Acquisition system and coordinating salary offers

  • Primary contact for employee questions and concerns via email, phone and in person

  • Creating, maintaining and tracking reports and electronic files for various topics which may include: vacant positions, position moves, annual mandatory training requirements and employee evaluations including mid-point, close out and annual PA's

  • Prepare complex statistical data reports monthly, quarterly and annually regarding vacancy trends, salary information and position counts

  • As needed HRIS and Employee Time Entry (ETE) entry

  • Advise managers and supervisors statewide of ADOA Personnel Rules, benefits coordination, AHCCCS Administrative Policies and Procedures, HR policies, rules and laws

  • This position requires occasionally driving throughout the state with possible overnight stays

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

  • Knowledge of Division policies and procedures, ADOA personnel rules, State employee handbook, Human Resources laws and rules.

  • Computer systems to include HRIS, Talent Acquisition, performance management system, YES or other Employee Services system, Microsoft Office products or Google Docs

  • Communicate effectively to all levels of employees

  • Recruitment and interviewing techniques; reclassification process; employee relations and related disciplinary paperwork

  • Strong communication skills both verbal and written forms that include letters and memos, email and SharePoint

  • Skilled problem solving and decision making.

  • Ability to build and maintain strong working relationships.

  • Maintain confidentiality and provide strong consistent advice.

SELECTIVE PREFERENCE(S):

  • Demonstrated experience as a HR coordinator, HR Generalist, HR Business Partner, Recruiter or experience supporting HR functions.
