NTT DATA Services currently seeks a HR Business Partner Specialist (SCA) to join our team in Herndon, Virginia (US-VA), United States (US).

The HR Business Partner Specialist (SCA) is responsible for supporting the administration of human resources policies, procedures and programs. Provides comprehensive Human Resources support to the business unit primarily in the administration of Service Contract Labor Standards (SCLS) formerly SCA compliance, policy development, classification & organizational changes and new business proposal support.

ESSENTIAL DUTIES & RESPONSIBILITIES will include but not be limited to the following:

Under the direction of the HRBP, this position is responsible for the administration of the Service Contract Labor Standards (SCLS) compliance.

  • Partner with internal teams to ensure the proper calculation of SCA health and welfare fringe contributions; Provides overall guidance to ensure that fringe benefits are administered correctly for SCA employee population'.

  • Develop and monitor processes to ensure that changes to wage determination health and welfare contributions are implemented on SCLS contracts in a timely basis.

  • Conduct periodic audits of SCLS contracts.

  • Prepare and deliver training to internal staff to ensure understanding of obligations for employees on SCLS contracts.

  • Provides overall guidance to Corporate Benefits & Payroll vendors to ensure responsive customer service for SCA employees.

  • Work with managers on organizational changes

  • Identify process improvements

  • Prepare reports and data for HR metrics, trends, and government reporting

  • Address employee questions and concerns on benefits, H&W, wage determinations, etc

  • Assist with various HR projects and/or special company projects.Create reports from the HRIS System

  • Conduct periodic internal reviews and audit of HR Systems' records to ensure accuracy and completeness of information.

  • Regularly communicate benefit/wellness and general informational updates to employees in support of key activities.

  • Assist with various HR projects and/or special company projects.

  • Communicate new hires, terminations and employee status changes to concerned parties

Required Qualifications:

  • Must have proficiency with Service Contract Act (SCA) regulations and administration.

  • 5 -7 years of HR experience working for government contractor

  • 5 -7 years strong SCA administration experience (hands on) administer health & welfare benefits calculations & prevailing wages.

  • 5- 7 years strong HRIS experience -associated with the collection, retrieval, accessibility and usage of employee information for HR

  • 5-7 Strong knowledge of HR policies and procedures

  • 5-7 Strong analytical skills

  • Bachelor's Degree

Required Skills:

  • Attention to detail and strong organizational, verbal, written, analytical and interpersonal communication skills

  • Ability to handle multiple projects at once

  • Ability to effectively communicate with employees, peers, and senior management

  • Proficiency in MS Office (Excel, Word), Adobe, and document management systems

  • Ability to work independently
