The Opportunity:

Washington State Ferries (WSF) looking for a Human Resources Professional to join our dynamic Human Resources team. This team forms a strategic partnership with all business units within the agency's region. The incumbent will have the opportunity to be fully immersed in benefits administration, employee relations, labor relations, classification/compensation, performance management, reasonable accommodation, and leave administration. This is an excellent opportunity for a generalist who wants to fully utilize their HR skills to become truly accomplished in this field.

Your business group will the deckhands (Ordinary Seamen and Able-Bodied Seamen). They are the foundation of our day to day operations and are key to the success of our ferries providing efficient service to the great communities of the Puget Sound and beyond.

The ferry system is staffed by a diverse group of HR professionals who support the largest ferry system in the United States. Serving eight counties within Washington and the Province of British Columbia in Canada the system has 10 routes and 20 terminals that are served by 22 vessels and approximately 1800 amazing employees.

The successful candidate will perform the following work:

  • Provide expert proactive human resources consultative services to management, staff, and team members.

  • Facilitate effective conflict resolution regarding labor disputes and employee concerns.

  • Provide guidance and training to managers and supervisors on HR related issues and activities.

  • Work directly with Ferries Staff to coordinate and oversee appropriate UA/BA testing.

  • Consult with supervisors with performance management including performance appraisals and performance improvement plans.

  • Assist leadership in determining staffing plans and staffing strategy.

  • Conduct job analysis and recommendations related to classification and compensation.

  • Assist hiring authorities in recruitment efforts.

  • Server as Subject Matter Expert for FMLA requests and ADA related issues.

  • Facilitate implementation of reasonable accommodations.

  • Be a leader and mentor HR team members and assist in HR team career development.

  • Other duties as assigned.

The ideal candidate will have:

  • A Bachelor's degree with focus on human resources, social or organizational behavioral sciences, business or related field or any combination of training, education and experience equivalent to a bachelor's degree, with major course work in human resources, or a closely related field of study.

  • A minimum of 3 years' experience in a senior broad-based HR role.

  • Advanced knowledge of HR methodology and principles.

  • Experience with HRIS systems.

  • Exceptional communications skills, both written and verbal.

  • PHR or SPHR certification.

  • Experience working with unions.

  • Experience with interpreting and applying union contracts and employment laws.

The Human Resources Business Partner (HRBP) provides Human Resources consultative services to management and employees in the assigned area(s) of responsibility, i.e., internal client group(s) or business channel(s). The HRBP is responsible for assessing and diagnosing HR-related needs and identifying and driving appropriate solution. The HRBP strives to maintain objectivity in balancing the interests of all stakeholders and operating as an advocate and advisor for all. Responsibilities Employee Relations * Provides partnership and guidance to management teams such as coaching, counseling, career development, and disciplinary action. * Works closely with managers and employees to improve work relationships, positively impact morale, increase productivity and retention. * Leads mediation proceedings between employees, supervisors, and department heads to settle work-related conflicts through advice and final recommendations for action. * Analyzes trends and recommends solutions * In handling matters, ensures compliance to all relevant employment laws (state and federal) and company policies and procedures. * Responds to employee relation issues such as employee complaints, harassment allegations, and civil rights complaints, and leads investigatory proceedings associated with the issues raised. * Provides guidance and input on various business issues such as unit restructures, workforce planning and succession planning. * Coordinates with the Loss Prevention department in investigation resolutions involving employees. * Reviews involuntary terminations in accordance with the company's established processes to ensure consistency and lawful practices. Will escalate and partner with senior HR leaders for particularly difficult or sensitive matters. * Maintains a position and philosophy consistent with the company's values and standards. Employment Law * Maintains in-depth knowledge of federal and state regulations regarding employment practices related to the day-to-day management of employees to reduce legal risks and ensuring regulatory compliance. * Represents the company for unemployment claims in assigned area of responsibility. * Partners with senior HR leadership to assist with legal claims in assigned area of responsibility. Policy and Procedures * Administers various human resources plans, policies and procedures for employees in assigned area of responsibility. Assists in the development and implementation of employment policies and procedures, and employee handbook updates. * Participates in evaluation of reports, metrics, decisions, and results for the HR department and assigned area of responsibility in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency and services performed. * Partners with applicable employees and management to communicate various Human Resources policies, procedures, laws, standards and government regulations.
