  • Plans, organizes, and manages Human Resources Compliance and Workforce Planning programs for the Virginia State Police (VSP) for compliance with applicable federal and state employment law, Commonwealth policies, and Department procedures and practices.

  • Ensures the consistent, equitable, efficient, and effective implementation of policies and procedures to ensure the Department meets compliance requirements.

  • Designs and utilizes organizational development strategies that influence organizational effectiveness in support of business strategies.

  • Conducts the quarterly Cardinal Audit and ensures the report is available for auditors.

  • Develops and delivers civilian and sworn training.

  • Develops and coordinates with the Training Academy on the Civilian First Line Supervisor and In-Service.

  • Provides instruction to sworn employees.

  • Supports division leadership and serves as a consultant, and strategic partner in the functional areas of Compliance and Workforce Planning.

  • Maintains a broad understanding of HR operations in the areas of compensation management, employment, Equal Employment Opportunity (EEO), training, Workers' Compensation, health benefits, and Time and Attendance programs.

  • Provides strategic guidance and consultation to HR staff, supervisors, and leadership.

  • Analyzes trends to determine the need for new solutions to existing services and programs.

  • Participates and provides strategic planning for HR initiatives and concerns.

  • Oversees processes and programs that support employees and Department operations.

  • Embraces and participates in Lean Management Thinking (LMT) training and Good-to-Great/Best-in-Class Initiatives.

  • Ensures the HR Project Tracker is maintained and follows up on outstanding items.

  • Monitors and tracks project initiatives.

  • Plans, organizes, manages, and supports HRIS projects and various strategic initiatives in compliance with applicable federal and State employment law, Commonwealth policies, and Department procedures and practices.

  • Ensures the consistent, equitable, efficient, and effective implementation of systems, policies, and procedures to ensure the meet Department needs.

  • Prepares Legislative Action Summaries (LAS) and Fiscal Impact Statements (FIS) as requested.

Minimum Qualifications

  • Comprehensive knowledge of principles and practices of human resource management; of applicable State and federal employment laws, policies, and practices; of HR information systems; and of audit practices.

  • Strong project management skills to effectively balance competing priorities during project lifecycles.

  • Strong leadership and communication skills are required.

  • Advanced analytical and technical skills including expertise in Excel, Word and PowerPoint is required.

  • Demonstrated ability to develop, plan, implement, and evaluate HR programs and services; to make sound, informed decisions on Human Resources (HR) programs and services; to counsel management and employees in matters related to HR programs and services; to exercise discretion and ensure a high level of confidentiality; to supervise the work and development of HR staff; and to support multiple concurrent projects that cross-functional areas and systems, balance priorities, facilitate project planning meetings, meet tight deadlines and escalate effectively as necessary in order to meet project timelines to manage and mitigate project risks required.

  • Graduation from high school or equivalent.

  • Considerable experience managing programs and projects.

  • Experience planning and implementing systems.

Additional Considerations

  • Prefer professional HRM certification (SHRM -CP/SCP, PHR/SPHR certifications) or other related certification demonstrating expert knowledge in this field.
