Summary

This position is in the Employee and Labor Relations Shared Services Unit (ER/LR SSU) of the VISN 2 Human Resources Management Service. The HR Assistant serves as the primary Human Resource Assistant for the ER/LR and Performance Management section and performs administrative work to support the HR Specialists in these program areas. This position can be located at any of the VISN 2 sites.

Responsibilities

  • Controls and responds to incoming and outgoing correspondence.

  • Responds to a variety of inquiries from employees, supervisors, and union representatives regarding program policy and procedures.

  • Provides technical guidance, information, and assistance for a variety of Employee Relations programs, such as disciplinary actions, grievances, appeals, complaints, and drug testing.

  • Assembles evidence files and obtains information necessary for HR Specialists to determine appropriate guidance/advice to management.

  • Prepares correspondence, reports, forms, and other documents required to complete actions.

  • Maintains and updates a variety of computerized databases and statistical data necessary to comply with reporting requirements.

  • Responds to inquiries on procedures for disciplinary actions, grievances, and appeals concerning timeliness, documentation, and signature requirements.

  • Prepares and maintains records on all actions associated with Employee and Labor Relations.

  • Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Full-time, Monday - Friday, day shift.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. For a GS-6 position you must have served 52 weeks at the GS-5. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-5

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing general office tasks and providing administrative support to an organization. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above high school leading to a bachelor's degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year of a baccalaureate program.

GS-6

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing HR-related tasks in support of an organization, such as employee data entry, onboarding, employee relations, timekeeping, and payroll.

GS-7

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-6) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing administrative support to an HR department, including extensive HR work in areas such as employee & labor relations, leave & benefits, worker's compensation, performance management or awards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:No special physical exertion is required. The work is primarily performed while sitting, although some work may require periods of standing. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required.
