Summary

The Human Resources Systems, Analytics, and Operations Team within the Department of Human Resources (DHR) seeks an innovative, driven, and customer-focused professional to serve as an HR Applications Analyst (Functional Analyst I).

This position will work closely with DHR's Career and Culture team to assist in the creation of a post-implementation support plan to scale and grow the use of NEOGOV Perform for employees, supervisors, and the Human Resource (HR) community. They will also serve as the initial point of contact for translating system configurations and functionality to support, troubleshoot, and provide technical assistance for NEOGOV's Insight and Online Hiring Center, Onboard, Learn, and eForms modules.

This position will report to the Operations Manager and work closely with the NEOGOV HR Applications Lead.

SCOPE OF JOB DUTIES - To be considered for this opportunity, candidates at a minimum will demonstrate knowledge, skill and ability to:

  • Provide support to the NEOGOV platform in collaboration with other HR Application Analysts, ensuring functionality and accessibility.

  • Perform incident investigation and escalation to ensure minimal disruption, troubleshoot issues with NEOGOV and/or systems and software that interact with NEOGOV.

  • Assist the NEOGOV HR Application Lead in developing and improving processes, procedures, and/or policy recommendations.

  • Assist with updating documentation, user manuals, and instructions in multiple media formats to enhance user accessibility and understanding.

  • Contribute to delivering technical training (groups and one-on-one) and programs to support enterprise alignment, ensuring the effective utilization of HR systems.

  • Collaborate with the NEOGOV HR Application Lead with review, analysis, and system functionality configuration, making improvements as necessary.

  • Document standard work and processes to maintain consistency and ensure efficiency in system operations.

  • Participate in regular audits to maintain system standards and security role alignment to enhance data integrity and access control.

  • Use digital ticketing solution to troubleshoot, document, and resolve system issues and challenges that require a greater level of system access and technical acumen.

  • Develop and support queries, reports, dashboards, and metrics in support of system auditing, decision making, and data integration with other HR data sources, fostering data-driven practices.

  • Identify and prioritize gaps and needs to meet business requirements, recommend solutions to increase alignment with established priorities and initiatives to ensure HR system support of organizational strategic goals.

  • Stay updated on advancements and trends in both DHR-owned tools and the industry at large through continuous learning initiatives, including attending trainings, webinars, and other relevant events.

WE ARE LOOKING FOR CANDIDATES WHO?

  • Have experience with enterprise resource planning (ERP) systems such as human resource information systems, performance management, learning management software, OR Any equivalent combination of experience and education which provides the applicant with the desired skills, knowledge, and ability required to perform the work.

  • Have strong customer service, organizational, analytical, time management, communication, and interpersonal skills, including the ability to work well independently or as part of a team.

  • Are aware and comfortable with the application of complex functional analysis, automated systems testing procedures, data analysis, design, and troubleshooting applications.

  • Are aware and comfortable with business improvement process methodologies.

  • Is a self-starter who can participate as a member of a self-directed work team and collaborate with team members.

  • Will persevere and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.

  • Have the ability to write system documentation, create data dictionaries, and understand technical specifications.

  • Is tech savvy and comfortable working with data and using Human Resource software applications in your daily work. The county uses NEOGOV MODULES: INSIGHT, ONBOARD, LEARN, PERFORM; PeopleSoft HCM, Microsoft Office, and other software programs.

The duties for this position are performed via hybrid work environment as the work requires. Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
